Does my project correspond to all 2010 priorities?
  This new instrument (1.1 billion € 2007-2013) will replace the European Initiative for Democracy and Human Rights - EIDHR. The Human Rights instrument is a thematic programme that will have a separate legal basis setting out the policy objectives and programme headings for funding.

OBJECTIVES:
* Enhancing respect for human rights and fundamental freedoms where they are most at risk and providing support and solidarity to victims of repression and abuse
* Strengthening the role of civil society organisations (CSO) in promoting human rights and democratic reform, developing political participation and representation, and supporting conflict prevention
* Supporting the international framework for the protection of human rights, the rule of law and the promotion of democracy
* Building confidence in democratic electoral processes through further development of electoral observation and assistance

AMONG THE PRIORITIES:
* Strengthening the rule of law and encouraging legal reform
* Applying conflict prevention and conflict resolution approaches
* The abolition of the death penalty, prevention of torture and ill-treatment and rehabilitation of victims of torture and human rights abuses
* Human rights defenders
* The fight against racism and xenophobia, discrimination,..

The programme will be implemented via different activities and schemes at national, regional or local level.
Regional or transnational programmes (EC centralised calls):
* Cooperation and dialogue on deeply divisive political issues that may be best discussed at transnational level (e.g. int. tribunals, religious minorities, torture, reconciliation and justice)
* Cooperation among CSOs from specific regions plagued by conflicts with transnational implications (e.g. Great Lakes, Manu river region, Western Balkans)
* Country based schemes (EC Delegation calls): small scale initiatives by local CSOs
National programmes:
* Stimulate cooperation among CSOs to work in mutual support, build broad coalitions across different regions, communities
* Civil society dialogue bringing together a wide range of stakeholders to analyse, debate and build consensus
This thematic programme is open to actors from developing countries and any other country in the world where reciprocal access to its external assistance has been established in a specific decision. (including EEA members)
What steps?

Priority actions, financing rates and publication of calls for proposals will be announced in the Annual Action Programmes every year in March at the programme's website.

 
How much can I expect?

Co-financing rate of transnational projects is maximum 80% of the total eligible project costs.

 
When have I to apply?
Periodicity

Several times a year through different procedures determined in the annual action programmes (AAP).
