In comparison with citizenship of a State, citizenship of the Union is characterised by rights and duties and involvement in political life. It is designed to strengthen the ties between citizens and Europe by promoting the development of a European public opinion and a European political identity.
In order to associate the citizens to the process of European integration, the EU set up a programme which target is the cooperation between citizens and civil organizatiions of various countries in order to meet and act together in a european environment that respects their diversity.
With its proposal for a citizenship programme, EUROPE FOR CITIZENS 2007-2013, the Commission intends to continue, with certain innovations, the activities begun under the 2004-2006 programme.

The European Charlemagne Youth Prize aims to encourage the development of European consciousness among young people, as well as their participation in European integration projects.
