The YOUTH programme, covering the period 2000-2006 has stimulated debate between the Member States on the development of a real youth policy. In fact, in this field, from any form of harmonisation of the legislative and regulatory provisions of the Member States is excluded, with the exception of the programmes concerning youth or youth organisations.
Youth programmes were born following a wide-ranging consultation at national and European levels, and following the White Paper " A new impetus for European youth " that was published on 21 November 2001. This paper constituted a response to young people's strong disaffection with the traditional forms of participation in public life and called on young Europeans to become active citizens.
The adoption of the European Youth Pact by the European Council in March 2005 coincided with the end of the first cycle of implementation of the White Paper. The measures and actions proposed in this pact were built on the European strategies for employment and social inclusion and on the " Education and training 2010 " work programme.
The main aim is to improve the instruction, training, mobility, employability and social inclusion of young Europeans, while facilitating the reconciliation of work and family life.
The Commission set up an executive agency in 2005 to manage part of the Community programmes in the area of education, audiovisual media and education.
Today, a programme YOUTH IN ACTION exists for the period 2007-2013.
Grants that support interventions in the culture, employment and youth sectors in developing countries and regions, under the thematic programme for external aid.
