Supporting democracy and human rights has become a systematic feature of all forms of cooperation with non-member countries. In the enlargement process, the Copenhagen political criteria regarding "stability of institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities" are the basic elements of the pre-accession strategy. The European Initiative for Democracy and Human Rights (EIDHR) is one of the main instruments for achieving the required objectives in this field.
