............................................................................................................................................................................................| Street LIFE – building community spaces in Spain | Madrid is a fast-growing city, with population growth resulting largely from immigration into the urban area. The city is expanding in particular to the south-east, with the development of the Vallecas area. 26,000 new apartment dwellings are being built, ranging from small units to larger, upmarket developments. The city authorities hope this will result in a diverse, mixed population.
Nevertheless, in one area of the new development, primarily low-cost housing units are planned. At the same time, the trend in commercial development is for large-scale shopping centres separated from residential areas. Madrid's Municipal Housing and Land Authority (Empresa Municipal de la Vivenda y Suelo – EMVS) was therefore concerned to develop eco-friendly facilities in the low-cost housing area that would benefit quality of life and help prevent any future “ghettoisation” of the district.
This was the basis for the LIFE-Environment project Mediterranean Verandahways (LIFE02 ENV/E/000198), which ran from September 2002 to August 2005 with an EU contribution of €601,000. The objective was to evoke the Mediterranean spirit of outdoor public life through a contemporary urban design project for an open space in the newly developed district of Madrid.
A key issue for beneficiary EMVS was the heat of summer in Madrid – how to encourage residents to use outdoor public spaces in temperatures that can reach 40 degrees. A design competition was held and won by the studio Ecosistema Urbano, who proposed to line a semi-pedestrianised boulevard with pavilions that would act as “air trees”, providing shade, ventilation and vegetation, whilst functioning as “social activators” - bringing people outdoors – in the yet-to-be-built neighbourhood.
The prototype pavilion consists of 17 metre tall steel cylinders (using 80 percent recycled steel), with inner surfaces overgrown with ivy. At the top, funnels draw air into the cylinders. When temperatures reach 27 degrees, ventilators activate and propel the air down into the cylinders and through dampened cellulose panels, creating a cloud of water vapour and reducing the temperature of the falling air by 8 to 12 degrees. The pavilions therefore offer both shade and cool air. Because the design functions best at high temperatures and low humidity, it is ideal for – and transferable to – most Mediterranean cities. The designers expect the temperature under the pavilion to be 10 to 15 degrees cooler than the surrounding area.

 | ............................................................................................................................................................................................| European Union Prize for Contemporary Architecture | During a ceremony held today in Barcelona, the European Commissioner responsible for Culture, Ján Figel’, and the mayor of the city, Joan Clos, presented the Dutch architect, Rem Koolhaas, with the European Union Prize for Contemporary Architecture.
The biannual prize, established in 2001 on the initiative of the European Commission and the Mies van der Rohe Foundation, rewards excellence and innovation in the conceptual, technical and constructional qualities of European works. Created within the framework of the European Culture 2000 programme, and with a prize of €50 000 and a sculpture by the Catalan artist Xavier Corberó, the competition is aimed at both experienced and novice architects. In total, 242 works of architecture were nominated for the prize that was open to projects completed between 1 January 2003 and 31 December 2004, by experts in the field and national architecture associations throughout Europe. An international panel of judges comprising nine members[1] and presided over by Zaha Hadid (who was awarded the prize in 2003) chose the winner from a list of five finalists that included – besides the Dutch embassy in Berlin – the headquarters of Swiss Re in London, the Selfridges & Co department store in Birmingham, the Forum 2004 esplanade in Barcelona and the Braga municipal stadium in Portugal.
At the award ceremony, Commissioner Figel’ said that: "the projects nominated for this prize illustrate the cultural importance of architecture to the everyday lives of Europeans, as they combine functionality with beauty. They play an essential role in the creation of a harmonious and practical environment".
Also awarded was a special prize for up-and-coming architects, whose winner receives €10 000. This went to the BasketBar project in Utrecht, run by the architects Pieter Bannenberg, Walter van Dijk, Kamiel Klaasse and Mark Linnemann.
A total of 28 of the works nominated for the award will be displayed together in a travelling exhibition.

 | ............................................................................................................................................................................................| TRANSIT: Transatlantic International Business and Trade Scholars Programme | Canisius College NY (US lead), University of Antwerp BE (EU lead), and IECS Ecole de Management de Strasbourg FR (Robert Schuman University) will award dual Bachelors degrees, one from the US and one from the EU, in the field of international business. Participating students will each study at the other two institutions as well as the home institution. Each institution carefully coordinates its program with the other two so that the student is simultaneously fulfilling requirements of both degrees. The target is for 48 students, 24 from the US and 24 from the EU, to complete the dual degrees based on tehir study during the funding period. Intensive language and cultural study is required of all mobile students. Faculty mobility and development are an essential part of the project.

Expected result is to set up a model of innovative methods of helping and assisting victims by the first contact policemen to handle with legal procedures. This result will be
reached by joint police intervention on domestic violence, multisectoral network with NGO's, social and medical services, prosecutors, municipal guards and local authorities from
participating countries during seminars and workshops, close co-operation with victims. Main
beneficiares will be women, mainly domestic workers, and children up to 12 years old. Main target group will be police officers acting in the field of preventing and combating domestic
violence.

 | ............................................................................................................................................................................................| Discover Islamic Art | "À la découverte de l’art islamique" prolonge en le développant le concept mis au point par Musée Sans Frontières (MSFF) pour organiser des expositions sans avoir à déplacer les œuvres d’art, et s’appuie sur les résultats du cycle "L’art islamique en Méditerranée", réalisé par le réseau Musée Sans Frontières, dans le cadre de la première phase du programme Euromed Heritage. Grâce à un nouveau format d’exposition, qui permet de maintenir les œuvres d’art in situ dans leur environnement naturel, il est désormais possible d'approcher la Méditerranée – au travers de neuf expositions thématiques présentant plus d'un millier de monuments et sites archéologiques, depuis la période de la dynastie des Omeyyades jusqu’au début de l’art ottoman, en Égypte, en Espagne, en Italie, en Jordanie, au Maroc, en Palestine, au Portugal, en Tunisie et en Turquie – comme un vaste musée unique à ciel ouvert, consacré à l’art islamique.
Élargissant la zone d’exposition à l’Algérie et à la Syrie, deux sections supplémentaires de ce musée vont être réalisées dans le cadre du projet "À la découverte de l’art islamique".
Un livre illustré et un CD-Rom, présentant les lignes de force du musée virtuel, seront produits à l’occasion de l’inauguration du site, qui donnera lieu à diverses opérations de relations publiques dans tous les pays concernés.
Destiné aux visiteurs des musées participants autant qu’aux étudiants, le musée virtuel et le livre illustré seront réalisés en plusieurs langues, dont une version complète en arabe.

 | ............................................................................................................................................................................................| Engagement for the first "green" suburb of Paris | Since May 2005 the Friends of the EcoZAC fight for the construction of the first eco-friendly district of Paris. EcoZAC (zone d'aménagement concerté écologique) might emerge in the 13th arrondissement of Paris within a project of the town administration.
It is planed to build an office and living area with 20.000 m2 each, a 5.000 m2 park and some public buildings. The association claims to realize the project on the basis of principals of solar architecture. Low energy houses shall be built, Renewable Energy shall be used, and furthermore the quarter shall be conceived car-free and with an exemplary connection to the public transport system. Furthermore the project shall reintegrate social weak fellows and train local handcrafters in the field of Renewable Energy. Also an education center for Renewable Energy and ecologic building might emerge. Intensive public relations, information events and study trips for journalists, local politicians, civil servants and local well known persons stimulate a growing support of the project in the public. The Friends of the EcoZAC fight with dedication for a project that has high symbolic value for France and other urban metropoles. To dignify and support this engagement against all resistance, the Friends of the EcoZAC are awarded with the European Solar Prize 2006.

 | ............................................................................................................................................................................................| For the safeguarding of the authenticity and adaptation to contemporary needs of a distinctive landmark of the walled city of Nicosia and for the sensitive treatment of an Islamic architectural element in a multicultural context. | Built around 1571 by Lala Mustafa Pasha, the first Ottoman administrator of Cyprus, the baths suffered from extreme lack of maintenance. The exterior render of the domes had severely deteriorated, resulting in water infiltration, decay of stones and mortar, penetration of vegetation, corrosion of embedded iron elements, development of cracks and loss of stability. Internally, peeling plaster, noxious fumes from the disintegrating hypocaust and furnace, high heat and humidity levels, as well as the dated electrical and sewerage systems, created an insalubrious environment.
Retaining the building’s traditional use was of primary consideration in the restoration. Works principally involved reinstating the structural capacity of the damaged walls, shells and domes. Roots were removed, cracks repaired and corroded door anchors replaced. Deformed segments were numbered, dismantled and reconstructed using the original stones where possible, together with matching new limestone ashlars from the Nicosia district quarries. Following extensive research and documentation, the hypocaust was removed and a new structure of fired bricks and stone slabs constructed. The deteriorating walls were consolidated by grouting with a hydraulic lime mortar. Hidden architectural features were revealed, including walls attesting the existence of an older building which are exposed and protected behind a glass wall. New installations were accommodated without disruption to the building’s architectural integrity - beneath the floor or in low-key structures. In full operation since March 2005, the restored baths have contributed immensely to upgrading one of the most neglected areas of the city.

 | ............................................................................................................................................................................................| Mobility Management for housing areas | ADD HOME aims to reduce transport needs and is fostering a modal shift from car-trips to energy saving modes especially starting from residential areas.
The own front door is in 4 out of 5 cases the place where modal choices are taken. But hardly any other area of life is likewise influenced by private car use, the most energy-consumptive transport mode and the easiest accessible mode in daily life.
The approach includes three levels:
1) legal and regulatory settings will be reshaped to enable sustainable mobility before planning new residential areas
2) the accessibility of new residential areas and each household will be refocused from the focus on private car parking lots to more energy saving modes of transport
3) mobility patterns and habits will be reorganised by mobility-services that bundle trips, shift trips and substitute them.
The cooperation of municipalities and housing companies/neighbourhood administrations will create liveable housing areas that enables residents to freely choose their transport mode. The project will lead to a more ecological, economical and social way of living.
