Street LIFE – building community spaces in Spain

Madrid is a fast-growing city, with population growth resulting largely from immigration into the urban area. The city is expanding in particular to the south-east, with the development of the Vallecas area. 26,000 new apartment dwellings are being built, ranging from small units to larger, upmarket developments. The city authorities hope this will result in a diverse, mixed population. Nevertheless, in one area of the new development, primarily low-cost housing units are planned. At the same time, the trend in commercial development is for large-scale shopping centres separated from residential areas. Madrid's Municipal Housing and Land Authority (Empresa Municipal de la Vivenda y Suelo – EMVS) was therefore concerned to develop eco-friendly facilities in the low-cost housing area that would benefit quality of life and help prevent any future “ghettoisation” of the district. This was the basis for the LIFE-Environment project Mediterranean Verandahways (LIFE02 ENV/E/000198), which ran from September 2002 to August 2005 with an EU contribution of €601,000. The objective was to evoke the Mediterranean spirit of outdoor public life through a contemporary urban design project for an open space in the newly developed district of Madrid. A key issue for beneficiary EMVS was the heat of summer in Madrid – how to encourage residents to use outdoor public spaces in temperatures that can reach 40 degrees. A design competition was held and won by the studio Ecosistema Urbano, who proposed to line a semi-pedestrianised boulevard with pavilions that would act as “air trees”, providing shade, ventilation and vegetation, whilst functioning as “social activators” - bringing people outdoors – in the yet-to-be-built neighbourhood. The prototype pavilion consists of 17 metre tall steel cylinders (using 80 percent recycled steel), with inner surfaces overgrown with ivy. At the top, funnels draw air into the cylinders. When temperatures reach 27 degrees, ventilators activate and propel the air down into the cylinders and through dampened cellulose panels, creating a cloud of water vapour and reducing the temperature of the falling air by 8 to 12 degrees. The pavilions therefore offer both shade and cool air. Because the design functions best at high temperatures and low humidity, it is ideal for – and transferable to – most Mediterranean cities. The designers expect the temperature under the pavilion to be 10 to 15 degrees cooler than the surrounding area.

GADEROS

GADEROS is a pilot project under the Growth thematic programme of the 5th Research Framework Programme of the European Union. Together with the Galilei study, it forms part of on-going research work for the Galileo programme. It is managed by the EU Directorate General for Energy and Transport. GADEROS will demonstrate the use of GNSS safety-oflife features for defining a satellite-based system to perform train location for safe railway applications that will be integrated into the European Rail Traffic Management System (ERTMS) / European Train Control System (ETCS). The system will offer another technological approach for train location, mainly for conventional and low-density traffic lines.

PAVE - PROMOTING AUDIO-VISUAL RESOURCES IN ADULT EDUCATION

This project is proposing the creation of an educational programme in the context of the priorities identified in the European Union's ''2010 Education & Training Strategy''. As identified in the mentioned ''Strategy'', one of the three main areas most in need of action in education and training is making lifelong learning a concrete reality together with another major priority being the integration of ICT, audiovisuals and multimedia technologies in teaching and learning methods. Thus, the priority of this proposal is the creation and implementation of a multimedia and audiovisual educational systems programme in the area of adult education for a closer involvement of the learners.
Multimedia, through its varied and diverse mediums is a valuable method of educating and training with an effectiveness that goes beyond the borders and the national contexts, it is easily accessible to all and it undoubtedly opens up the educational potential to the wider world. The educational programme being proposed will have a two-pronged approach namely the training of adult education teachers and staff in the professional use of audiovisual material in adult education and the utilisation of the theme of Europe as a transversal subject for the course. The integration of ICT can play a useful role in terms of developing innovative and effective pedagogies adapted to the individual needs of learners, particularly adult and disadvantaged learners.
The main objectives of the project are: - training of staff to utilise the potential of multimedia to overcome the barriers commonly present in adult education and the education of disadvantaged adult learners.
- training the trainers into developing audiovisual outputs which will have the potential of a multiplier effect and which are easily transferable to various themes, skills and educational levels - training how to develop audiovisual material for professional adult education GRANT AMOUNT: 210000 € APPROVED BUDGET: 280000 € CONTRACT DURATION: 24 (in months)

Mobility Management for housing areas

ADD HOME aims to reduce transport needs and is fostering a modal shift from car-trips to energy saving modes especially starting from residential areas. The own front door is in 4 out of 5 cases the place where modal choices are taken. But hardly any other area of life is likewise influenced by private car use, the most energy-consumptive transport mode and the easiest accessible mode in daily life. The approach includes three levels: 1) legal and regulatory settings will be reshaped to enable sustainable mobility before planning new residential areas 2) the accessibility of new residential areas and each household will be refocused from the focus on private car parking lots to more energy saving modes of transport 3) mobility patterns and habits will be reorganised by mobility-services that bundle trips, shift trips and substitute them. The cooperation of municipalities and housing companies/neighbourhood administrations will create liveable housing areas that enables residents to freely choose their transport mode. The project will lead to a more ecological, economical and social way of living.

GREENLABELSPURCHASE

This project will promote the increased use of energy labels in the procurement process of public authorities, the tertiary sector, industry and SMEs. The project partners will • Increase awareness and knowledge concerning energy labels as a simplifying instrument in public and private procurement departments • Develop and spread standardised tools to support a wider distribution of energy related “greener” procurement procedures • Identify the main barriers to energy related “greener” procurement and organise specific actions to overcome them • Use energy related “greener” procurement pilot projects as the first step for comprehensive green procurement, and, thus, support of national, regional and European wide green procurement initiatives. A large-scale promotional campaign will enhance its impact through mailings, individual consultations, trainings, internet portals, press releases, expert articles, presentations, workshops and conferences during the lifetime of the project.

RESPONSE - A LIFE-Nature project

Climate change has been linked to a higher rate of coastal erosion and higher sea-levels, increasing the risk of flooding and resulting in significant habitat loss.

Changing sea temperatures, which affects the type and quality of fish stocks, is another important impact.
A better understanding of these impacts is essential for coastal management planning, and the LIFE “RESPONSE” project was set up by The Isle of Wight Centre for the Coastal Environment to meet this challenge. In partnership with nine organisations from the UK, France, Italy and Poland, it collected data on coastal behaviour systems in five study areas across Europe. As part of the project, the centre developed an innovative technique for interpreting such data in order to predict coastal changes.

Taking into account historical records, the project was able to map coastal features, monitor changes over time, predict future changes and identify specific local areas of risk.
This methodology an be used in any coastal region to allow local authorities and stakeholders to make informed coastal planning and shoreline management. A key advantage of the technique is that it can be used to identify areas most at risk to the effects of climate change. Climate change can have a significant impact on sediment transfer, affecting coastal habitats such as salt marshes and sand dunes.
Management plans must account for increased sediment movement and include corrective measures to protect vulnerable habitats.
