IPA - INSTRUMENT FOR PRE-ACCESSION ASSISTANCE
Assistance to the Candidate countries to support their progressive compliance with EU rules and policies, including the acquis communautaire if necessary, in preparation for their accession. European funding granted to help countries to fulfil the political, economic and acquis-related criteria for membership (the Copenhaguen Accession Criteria) and to build up administrative and judicial capacity.

The Preaccession aid is financed under a new instrument IPA that replaces the former instruments for external aid (PHARE, ISPA, SAPARD, preaccesion instrument for Turkey and CARDS). IPA integrates all EU actions for preaccession aid as well as for Candidate countries as well as for potential candidate countries (Western Balkans).
