Worldwide instrument to respond to situations of crisis in third countries to provide technical and economic assistance. European program created to deliver an effective and integrated response to crises and threats to human rights, democracy, the rule of law, or a situation threatening to escalate into armed conflict or to severely destabilise the third country.
