What is a partner ?

The partner is an organisation actively involved in the project (from its conception to its implementation). It should never be a subcontractor and it really has to be involved in the good implementation of the project. Even if it is not responsible for the financial management towards the Commission, a bad monitoring of the tasks which are entrusted to it will trigger injuries that will be attributed to him. Concerning European projects submitted to the European Commission, a coordinator normally has to create a partnership with at least two other Member States and also with third countries (Candidate countries, ACP countries… depending on the nature of the cooperation programme). All the structures or countries involved in the design of the project form a partnership. There are several kinds of partnerships: Regional partnerships are sometimes compulsory (especially in the frame of the Structural Funds). Cross-border partnerships, between countries having at least one common border. But like the reginoal one, it is the type of partnership sometimes compulsory within the frame of prgoramme funded by Strcutural Funds. Transnational partnerships are very often required. This type of partnership represents the added value of a Community programme. The objective is to encourage the transfer of know-how and exchange of experiences and to show best practices
