The future of Europe depends on a secure energy supply, environmentally sustainable, affordable. The single market is part of energy policy and is a long-standing priority of the European Union. Internationally, the EU also strives to develop co-operation, notably with Russia, but also with almost all major countries and regions in the field of energy. The energy produced from renewable energy sources have a vital role in the diversification and sustainability of energy sources and in the fight against climate change. General framework The Treaty of Lisbon puts energy at the heart of European business by providing a legal basis for new art. 194 of the Treaty on the Functioning of the European Union (TFEU) In November 2010 the Commission adopted a new strategy entitled "Europe 2020 Strategy for sustainable competitive, sustainable and safe." The objectives of this paper are part of the 2020 strategy l4union Europe. It aims to fundamentally change the way Europe produces and consumes energy. One of the priority objectives of this strategy is to achieve 20% energy savings by 2020 and the construction industry and transport are particularly targeted. The "SET-Plan for the development of low carbon technologies", adopted in 2009, sets out the strategic energy technology whose main purpose is to develop and make the competitive low-carbon technologies. The Commission proposes to act in the field of wind energy, solar energy, power grid, and more. Thus, it was established several programs: - Action Plan for Energy Efficiency (2007-2012) whose goal is to achieve reduced energy consumption by 20% by 2020 - Framework Programme for Competitiveness and Innovation (CIP) was adopted for 2007-2013 to meet the objectives of the renewed Lisbon strategy, and thus stimulate growth and jobs in Europe. Parallel measures of a legislative or promotion, technological advances are important to achieve the objectives associated with the Community energy strategy. The Seventh Framework Programme for EU research provides a suitable framework for the development of new energy technologies that need to improve production and energy consumption in Europe. As for nuclear energy, the EU policy in this area within the competence of the European Atomic Energy Community (EURATOM) established in 1957 on the basis of a separate treaty from that of the European Community.
