DG Development and Cooperation - EuropeAid of the European Commission brings together two former DGs - DG Development and DG EuropeAid. It began operations January 3, 2011 and are mandated to strengthen the capacity of the European Union to develop a policy of modern development aid, aimed at all developing countries, while improving the consistency of measures taken and mechanisms for implementation and delivery of aid. She is also responsible for defining the future of this policy, based on the Green Paper on the subject, and contributing to address global challenges. It plays a leading role in discussions between donors, international institutions, emerging and developing non-state actors. General framework The action of the EU in development cooperation based on the principles of aid effectiveness, coordination with Member States and international actors, and coherence of EU policies with development objectives. The European Consensus on Development sets the general framework of the action of the Union and Member States in the field. In addition, the EU is particularly committed to the achievement of the Millennium Development Goals (MDGs) the United Nations, for which it has set up various instruments that will also strengthen the impact of its action. Financing Instruments European Development Fund (EDF) The European Development Fund (EDF) is the main instrument for Community aid for development cooperation with ACP countries and the countries and overseas territories (OCTs). The Treaty of Rome of 1957 had provided for its creation to the provision of technical and financial assistance, initially to African countries with which some States had historical links. The EDF consists of several instruments, including grant aid, risk capital and loans to the private sector. The Stabex and Sysmin respectively to help the agricultural and mining sectors were abolished by the new partnership agreement signed in Cotonou in June 2000. This agreement also streamlined the EDF and introduced a system of rolling programming allowing more flexibility and giving greater responsibility to the ACP States. The tenth fund, covering the period from 2008 to 2013, provides a budget of 22.682 billion euros. Of this amount, 21.966 billion euros are allocated to ACP States, 286 million euros to the OCTs and 430 million euros to the Commission under support costs related to programming and implementation of EDF . Financing instrument for development cooperation - DCI (2007 - 2013) Regulation (EC) No 1905/2006 of the European Parliament and the Council of 18 December 2006 establish a financing instrument for development cooperation (DCI), which replaces the range of geographic and thematic instruments created over time and as needed in order to improve development assistance. The regulation states that EU aid is implemented through geographic and thematic programs and the program of accompanying measures to the African, Caribbean and Pacific (ACP) signatories to the Sugar Protocol. The financial framework for the implementation of this Regulation for the period 2007-2013 is EUR 16.897 billion: 10, 057 billion for geographic programs, 5.596 billion for thematic programs, 1.244 billion for the ACP countries signatories of the Sugar Protocol.
