Small and medium enterprises (SMEs) could become the most dynamic sector of the economy. Their growth is essential for the well-being of the economy.The European Commission has several programs and measures in place to support the growth of SMEs. General framework Adopted in June 2008, the "Small Business Act" for Europe reflects the will of the European Commission to recognize the essential role played by SMEs in the European economy. Its objective is to improve the general approach to entrepreneurship, to irreversibly anchor the "Think Small First" as in the legislative process in the conduct of government, and promote the growth of SMEs by helping to overcome the problems that continue to hamper their development. The "Small Business Act" for Europe applies to all companies that are independent, with fewer than 250 employees that do not exceed a certain threshold for their sales and / or balance sheet or 99% of all European companies. The Eurostars programme provides adequate financing for small businesses by supporting their participation in international projects in research and innovation. FP7 is the main EU instrument for funding research. This Framework Programme will fund research of 53 billion euros by 2013, much of that money being available for SMEs. Competitiveness and Innovation Programme (CIP) supports entrepreneurship and innovation in SMEs, their use of ICT and the sustainable use of energy. Support Program policy information technology and communication (ICT PSP) helps small businesses to use more and better ICT and encourages innovation in products, services and processes. European Fund for regional development (ERDF) supports small businesses by co-operating in many areas. The programs are managed and implemented in Member States. The network Eureka supports R & D and innovation in all sectors, allowing companies greater access to national public and private funds, as well as skills and expertise across Europe. Life + Programme funds projects related to nature and biodiversity, air, energy, climate, environmental management, industry and production, to the urban environment and quality life, agriculture and land use, waste, water, environmental policy and governance. Marco Polo Program funds initiatives to move from road to rail and inland shipping. Projects contribute to reducing congestion and pollution and improve transport efficiency.
