To reduce the concentration of poverty in the cities of the European Union, long-term investments, a strong political commitment and an integrated approach are needed. These are the recommended measures made by the stakeholders of the campaign EUROCITIES "Inclusive Cities for Europe" for the 2010 European Year of struggle against poverty and social exclusion. These proposals were presented at the Eurocities forum on Social Affairs, which was held from October 11 to 12, 2010.

A strategy to ensure compliance with the Charter of Fundamental Rights of the European Union recently adopted by the European Commission, October 19, 2010. This is to ensure the effective implementation of the Charter of Fundamental Rights of the European Union, which is binding since the entry into force of the Treaty of Lisbon. On 19/10/2010 the European Commission has expressed its intention to propose a temporary suspension of animal cloning for food production in the European Union. These temporary suspensions also apply to the use of cloned livestock and marketing of food from clones. The temporary measures would be reviewed after five years. The Commission also plans to establish a traceability system for imports of materials for breeding clones, including semen and embryos of clones. This would allow farmers and industry to create a database of animals that may be produced from these materials reproduction.

It should be able to indicate as quickly as possible to the government and banks the impending of financial crises and to take prompt action to prevent their spread.

Within the EU, too little residence permits are provided to victims of human trafficking. The day of action against trafficking in human beings of 18th October is an opportunity for the Commission to call for better protection of victims. A Commission report published October 18, 2010 on the implementation of the directive governing the issuance of residence permits to victims of this crime is proposing new means to protect victims of this modern slavery.

The winners of the 2010 Communication on the EU Eco-label will be rewarded by the European Commission at a ceremony held on 10.18.2010 in Brussels. One award recognizes companies that have conducted outstanding shares to the general public to raise awareness of the European eco-label - the label assigned by the EU to products and services environmentally friendly.

A consultation on e-procurement has been launched October 18, 2010. By publishing a Green Paper, the European Commission is seeking views from interested parties on how the EU can help Member States to expedite and facilitate the procedures for procurement. The idea is to use electronic means of communication and transaction processing by government and other public sector entities when purchasing supplies or services or awarding contracts for public works.

After the dismissal of 1,263 employees of Heidelberger Druckmaschinen AG, in the manufacturing business of printing, the German authorities have called upon the assistance of the European Union. The Commission then decided to release aid amounting to 8,308,555 euros addressed to the European Globalisation Adjustment Fund (EGF) to facilitate the reintegration of 1,181 workers into unemployment. The application will now be subject to the approval of Parliament and Ministers of the Member States of the European Union.

On 15 October, representatives of non-confessional philosophical organizations went to Brussels to discuss ways to fight effectively against poverty and social exclusion. They also met President José Manuel Barroso, Jerzy Buzek, European Parliament President, and Mr. Herman van Rompuy, President of the European Council.
