Innovative development funding mechanisms need to be backed by the EU, as the world's leading aid donor, if the Millennium Development Goals (MDGs) are to be met by the 2015 deadline, say MEPs in a resolution adopted on Tuesday. With only five years to go to the 2015 deadline for achieving the MDGs, MEPs expect the June 2010 European Council to agree on an ambitious and united EU position, ahead of the UN MDG meeting in New York on 20-22 September 2010, which must lead to new, results-oriented, additional, transparent and measurable commitments. Ten years ago, world leaders agreed to act to eradicate world poverty by 2015, setting targets in eight priority MDG fields, such as reducing poverty and hunger by 50%, full primary education and eliminating gender disparity and health-related issues.

As part of its mobility policy for Senior Staff, the Commission has taken a number of decisions, among which: the mobility of Senior Managers at Director General level who have reached five years or more in their present job, with the transfer of one Director-General having the same nationality as his current Commissioner, and the transfer and promotion of three Deputy Directors-General to Director General functions. This package is adopted at the same time as the creation of two new Directorates General, splitting the former Justice, Freedom and Security Directorate General. The two new Directorates General are DG Home Affairs and DG Justice, and their respective Directors General are appointed in the context of the package.

The enlargement process of the European Union in the Western Balkans is a priority and a commitment of the Spanish Presidency, and will be for the Trio, according to the Spanish Secretary of State for the EU, Diego Lopez Garrido, following a meeting of the EU-Montenegro Association Council in which November was considered as a date for a decision on whether the Balkan country is to be granted candidate status for membership.

The European Commission's Global Navigation Satellite Systems (GNSS) Applications Action Plan adopted today aims to place European industry in pole position to take full advantage of the global downstream market worth about €100 billion in particular by using its own satellite navigation programmes, Galileo and EGNOS (European Geostationary Navigation Overlay System). EGNOS, the European satellite-based augmentation system that paves the way for GALILEO, has been in service since 1 October 2009. It can offer enhanced satellite navigation signals which are up to ten times more precise than GPS. Significant commercial and research opportunities are available to universities, developers and manufacturers in Europe to research, innovate, develop or sell applications based on this sophisticated technology.

The very positive development of small and medium enterprises (SME) up until 2008, has come to a halt with the onset of the economic crisis. Between 2002 and 2008, SMEs in the EU turned out to be the most important European Economy job engine. With 9.4 million jobs created between 2002 and 2008 SMEs outperformed large firms. This is in sharp contrast to an estimated loss of 3.25 million jobs in the SME sector over 2009 and 2010 further to the annual SME report published last week.
