On October 21, the European Parliament adopted three resolutions aimed at defending human rights. Thus, he reaffirms his support to Oleg Orlov, a member of the organization Human Rights Memorial, which was awarded the Sakharov Prize in 2009 and is currently being sued. On October 20, 2010, the European Parliament voted in favor of the extension of maternity leave from 14 to 20 weeks minimum. It should be paid at 100% of salary. Parliament also decided to establish the principle of paid paternity leave of at least two weeks.

On October 21, the European Commission presented a roadmap towards more efficient and effective maritime surveillance in Europe. The objective is to strengthen information exchange and cooperation between the competent authorities of Member States in the various maritime sectors in order to respond more effectively to events occurring at sea. Thus, are concerned relevant authorities responsible for overseeing traffic, environment, prevention of pollution, fisheries enforcement, and border control, and tax authorities. This initiative was taken under the Integrated Maritime Policy of the EU.

Rail freight will be stimulated thanks to European Union new rules designed to encourage high quality development of railway infrastructure management at the international level. Published in the Official Journal of EU, 20th of October 2010, the new law mandates the creation of a European rail network for a competitive freight based on international freight corridors. Cooperation between infrastructure managers should thus be strengthened and freight services should be able to become more competitive and attractive.

José Manuel Barroso, President of the European Commission, and Mr. Jerzy Buzek, European Parliament President, signed October 20, 2010, in Strasbourg, the revised framework agreement governing the working relationship between the two institutions. This is the achievement of a process initiated in December 2009 with the entry into force of the Treaty of Lisbon. The revised framework agreement is the 2005 agreement in tune with the new treaty. The two presidents said that relations between the two institutions would deepen, and that new practical solutions would be found thanks to the increased powers enjoyed by the Parliament under the Treaty of Lisbon.

20 October 2010, Mr Staffan Nilsson has just been elected president of the Economic and Social Committee for a term of two and a half years. The direction of the EESC will include the Vice-President Ms Anna Maria Darmanin, Maltese member now in charge of communication, and Vice-President, Polish Jacek Krawczyk, responsible for matters of the Committee budget.
