From November 26, 2010 to February 17, 2011, the Commission has launched an online consultation to gather opinions from different stakeholders to identify ways to enhance the success of the financing of Natura 2000. Indeed, by mid-2011, the European Commission intends to publish a new Communication on financing Natura 2000 in collaboration with Member States to determine whether the approach to financing Natura 2000 was sufficient for effective implementation of the network.

On December 13 in Brussels, the president of the Committee of the Regions announced to the foreign ministers of the partner countries the launch of the Conference of Local and Regional Authorities of the Eastern Partnership and the European Union. The objective of this conference is to address them recommendations on local and regional dimension of the initiative. Associated with its implementation since 2009, the Committee of the Regions intends to support the legitimacy and the active role of local and regional authorities in the Eastern Partnership.

Currently, the national costs of validation and translation of patents in Europe have a negative effect on research, development and innovation and undermines Europe's competitiveness. Indeed, a patent costs ten times more in Europe than one in the United States. To remedy this situation, the Commission presented a proposal on December 14 for the creation of a unitary patent protection. This system would allow Member States that so desired to agree to establish a patent, valid in all participating countries. In June 2010 the Commission had already submitted a proposal on the provisions relating to the translation of EU patent. But as the Council of Ministers of the European Union could not reach unanimous agreement on the language requirements for certification of patent in the EU, the Commission tabled a proposal to allow "enhanced cooperation" in this field, in accordance to European Treaties.

Since July 2009, operators have been given a transitional period to adapt their systems to new safety and security electronic rules in the area of customs transactions. These new rules will enter fully into force on January 1st, 2011. As of that date, operators must submit a declaration to customs authorities, including electronic data safety and security on the goods before they enter in the EU or leaving its territory. The objective is to enable Customs to strengthen risk analysis on the basis of information received beforehand, and to better target controls.

The Cancun conference marks an important further step in global warming as a package of decisions, known as the Cancún Agreement, was adopted on December 11. This agreement represents an important step towards a comprehensive and legally binding framework for climate action for the period after 2012.

Members of the Commission on Citizenship, Governance, Institutional and External Affairs (CIVEX) of the Committee of the Regions will meet on December 13 to discuss themes that will dominate their work program for the beginning of 2011. Thus, will be discussed support for local autonomy in candidate countries and pre-candidate countries as well as in Eastern Partnership and the concept of multilevel governance in the Union.

Parliament has reached an agreement with Member states to fight against people trafficking wich conerns each year hundreds of thousands of victims of sexual exploitation, forced labor or begging. This agreement will be voted on December 14, 2010.

The EU has funded a team of researchers project: they discovered a new gene responsible for the development of respiratory disease through the study of the naturally occurring disease in dogs. Dyskinesia, a rare genetic disease called primary ciliary (DCP), affects one in 20,000 and causes chronic respiratory infections. This is the LUPA project which has allowed the development of this discovery, the challenge of improving our knowledge of the genetic origin of a wide range of human diseases by collecting and comparing DNA samples collected from purebred dogs, healthy or suffering from diseases that also affect humans. The University of Liege who led the study of PTD in Belgium and who also coordinates the entire project. This Lupa project benefits from support from 12 million euros under the Seventh Framework Programme of the EU and brings together the expertise of partners from 12 European countries: Belgium, Denmark, Finland, France, Ireland, Norway, Netherlands, United Kingdom, Sweden and Switzerland (see Appendix for complete list).

Financial assistance to Ireland was approved on December 7 at the meeting of finance ministers in Ecofin Council. They also set conditions for granting that assistance amounting to 85 billion euro.

According to Mr Niilo Jääskinen, eBay is not responsible for infringements committed by its registered users on the electronic market place it manages. If the illegal use of a trademark has been reported to eBay and that the same user continues or is committing the offense again, the company operating the marketplace on the Internet can be held liable for such infringement.
