To mark the European Civil Justice Day, on October 25, Eurobarometer has published a report stating that 73% of Europeans want that steps be taken to help them resolve their litigations and assert their rights abroad. This day aims to inform citizens about the exercise of their civil rights in another Member State of the European Union as the access to civil justice, work, marriage, children, goods and services.

Vitoria-Gasteiz, Spain regional capital, and the French city of Nantes were respectively named as winners of the European Green Capital 2012 and 2013. These awards were presented by Janez Potocnik, European Commissioner for the Environment, Oct. 21 in the Green Capital of Europe 2010, Stockholm. The price of the green capital of Europe encourages cities to take into account the environment in urban planning.

The observatory African, Caribbean and Pacific (ACP) on Migration, was created by the European Commission and the African, Caribbean and Pacific. It will be officially launched October 25 in Brussels attended by Mr Andris Piebalgs, Commissioner for Development. The new body will cover the six ACP regions and will be introduced in twelve pilot countries: Angola, Cameroon, Democratic Republic of Congo, Haiti, Kenya, Lesotho, Nigeria, Papua New Guinea, Senegal, Tanzania, Timor-Leste and Trinidad and Tobago. It aims to provide data and information on migration flows in the ACP States to enhance the contribution of migration to development.

On October 21, the European Parliament adopted three resolutions aimed at defending human rights. Thus, he reaffirms his support to Oleg Orlov, a member of the organization Human Rights Memorial, which was awarded the Sakharov Prize in 2009 and is currently being sued. He also asked the Zimbabwean President Robert Mugabe to stop immediately the threat of mass evictions. Finally, he denounced the imprisonment of the Cambodian opposition leader Sam Rainsy.

On October 20, 2010, the European Parliament voted in favor of the extension of maternity leave from 14 to 20 weeks minimum. It should be paid at 100% of salary. Parliament also decided to establish the principle of paid paternity leave of at least two weeks.

On October 21, the European Commission presented a roadmap towards more efficient and effective maritime surveillance in Europe. The objective is to strengthen information exchange and cooperation between the competent authorities of Member States in the various maritime sectors in order to respond more effectively to events occurring at sea. Thus, are concerned relevant authorities responsible for overseeing traffic, environment, prevention of pollution, fisheries enforcement, and border control, and tax authorities. This initiative was taken under the Integrated Maritime Policy of the EU.
