This call for proposals was launched under the Frame of the 2012-2013 Strategy of the Instrument for Stability. It shall contribute to complementing support provided by the EU to local non-State actors in Peru engaged in peace-building and violent conflict prevention, in order to allow them to better respond to crisis amid a conflict or a crisis situation. The primary aim of this call for proposals is to empower local vulnerable communities to manage crisis and defuse tensions and drivers for conflicts. The EU support to conflict prevention in Peru notably aims at mitigating the impact of the war on narco-trafficker on civil population.

The EIDHR contributes to the development and consolidation of democracy and the Rule of Law and respect for all human rights and fundamental freedoms within the framework of the Community’s policy on development cooperation and economic, financial and technical cooperation with third countries. The EU has a long-standing commitment to fostering Civil Society Organisations (CSO) involvement in developing countries' domestic policy. With CSO being identified as a primary vector for local development, the EU has been working for the creation of a conducive environment for the participation of CSOs in domestic policies of developing countries. As for Lao, the scope for participation of local CSO remains narrow, due to unfriendly regulatory environment. Yet, Laotian authorities recognize that CSOs involvement do bring an added value in local development. This falls in line with the EU strategy for Lao, for which rule of law and Good Rule have been set as key dimensions to reducing poverty and spurring development.

A Joint Programming Initiative is a process whereby Member States agree on a Strategic Research Agenda to address major societal challenges in a few key areas. Once Member States reach an agreement on a Joint Programming initiative, they pool national resources to finance networking, cooperation programmes and research on the selected issue. The JPI on Cultural Heritage and global Change has been agreed on by several Member States with a view to generate new, research-based knowledge to promote the sustainable use and management of cultural heritage and so to meet societal challenges and to contribute to the development on the society.
