Call for proposals, calls for tenders : what's the difference ?

Institutions publish call for tenders when they tend to select a service provider for a specific mission and for their internal needs. This procedure is quite different from the call for proposals, by which the institution may select several relevant projects in a field to afford them a grant. The selected provider in a call for tender will get a compensation corresponding to the mission amount, including a profit margin. It differs widely from the grant afforded in a call for proposals, which covers only a part of eligible costs.
