The COP21, a major environmental event

The United Nation's negotiations are to be developped for a new international climate change agreement that will cover all countries, in Paris from the 30th of november to the 11th of december 2015: the COP21.

The United Nation's negotiations are to be developped for a new international climate change agreement that will cover all countries, in Paris from the 30th of november to the 11th of december 2015: the COP21.

Why is this meeting taking place ?

The United Nation's Intergovernemental Panel on Climate Change has warned of the increasing dangers of climate change and has spoken of the urgency to find solutions before it is too late. At the present rate, greenhouse gas emissions are rising and the world is on a path to raise the global average temperature by more than three degrees Celsius this century.

What commitments have already been made ?

The 28 states of the European Union committed to reduce up to 40% of the greenhouse gas emissions in 2030, compared to 1990 level. LIFE is the EU's financial instrument supporting environmental, nature conservation and climate action projects throughout the EU. Since 1992, LIFE has co-financed some 4 171 projects, contributing approximately €3.4 billion euros to the protection of the environment and climate.
Russia has appeared ambitious when announcing a reduction of 25 to 30% of the greenhouse gas emissions in 2030 compared to 1990 levels. Switzerland has also been ambitious : the plan is to reduce 50% of the Greenhouse gas emissions in 2030 compared to 1990 levels. The United states said they would reduce the greenhouse gas emission up to 26 to 28%, compared to 2005.

What kind of agreement will it be ?


 It will take the form of a protocol, another legal instrument or 'an agreed outcome with legal force', and will be applicable to all Parties. Is it being negociated through a process known as the Durban Platform for Enhanced Action (ADP).

How does the EU expect this agreement to be?


The EU wants Paris to deliver a robust international agreement that fulfills the following key criterias. It must:
-create a common legal framework that applies to all countries,
-include clear, fair and ambitious targets for all countries based on evolving global economic and national circumstances,
-regularly review and strengthen countries' targets in light of the below 2 degrees goalhold all countries accountable – to each other and to the public – for meeting their targets,

The EU's contribution to the new agreement will be a binding, economy-wide, domestic greenhouse gas emissions reduction target of at least 40% by 2030.

The new agreement will be adopted at the Paris climate conference, and implemented from 2020.
