The 6th framework programme supports scientific and technologic works that correspond to the problems determined as priority, and carried out in the frame of transnational collaborations in 3 distinct European Union's Member States, or in a Member State and an associated one. All legal entity (university, research institution, industrial company, small and medium-sized company, etc…) established in one of the European Union's Member State or in associated States can thus participate and benefit from a community financing, to the condition it has the sufficient technical, financial and human resources to carry out the project. The participation of entities established in third countries is still possible, with certain conditions, and most of the time on a self-financing basis. Financial resources and specific measures are placed at the universities and research centres' disposal in order to facilitate their participation to the frame programme. The Community research programmes answer to calls for proposals published in the Official publication of the European communities and must follow rigorously procedures and participation rules set up by the European Commission. Independent experts, according to scientific, technologic and socio-economic quality criterion, anonymously evaluate the projects.
