The French management of the LLP Programme

Welcomeurope has interviewed Mr Godbert, director of the 2E2F (Europe Education et Formation France) Agency to enlighten us on the LLP programme and its management

1. Can you introduce us the Lifelong Learning Programme (LLP)? What are the objectives of this programme ?

The LLP programme is a programme of the European Union which allows everyone to take part in the development of education and training. It runs over the period 2007-2013 and has a budget of 7 billion euros.

It allows to set up exchanges, study visits and updates in network for students, teachers, trainers and more widely for all stakeholders of the education sector.

The LLP programme is made up of five components: the Erasmus programme, the Comenius programme, the Leonardo da Vinci programme, the Grundtvig programme (for adult training) and the Transversal Programme (in the framework of which are study visits).

The programme has, on the one hand, quantified targets and, on the other hand qualitative objectives. At the European level, quantified targets are as follows:
- Go above 3 million participants in the Erasmus program,
- Involve 3 million pupils in joint educational activities of the Comenius program,
- Fund 80 000 internships a year, under the Leonardo da Vinci
- Train 7000 adults per year through the Grundtvig program.

The qualitative objectives are those of the Europe 2020 Strategy, that is to say the development of knowledge society.

The Life long Learning Programme is running for seven year, so we also have to think about his renewal for the 2014-2020 period.

2. Why the management of this programme is special?

It is, firstly, a decentralized management. Indeed, 75% of the actions are managed by national agencies. In France, it is our agency, Agence Europe-Education-Formation France (2E2F), which manages the programme. The executive Agency in Brussels manages the 25% of actions left.

The 2E2F agency manages each year 90 million Euros and redistributes between 5 sub programmes. Thus, the Erasmus absorbs 46 million Euros. This is the oldest programme (25 years in 2012 against 10 years for Grundtvig, or 15 years for Leonardo da Vinci) and until now, the best known.

In France, the same agency manages 5 sub programmes, which is not the case in every States participating to the LLP. Some states have an agency for each sub-programme.

The 2E2F agency organizes call for proposals. Projects are proposed and evaluated by an independent team (the evaluators are external). Once the project is selected, it is then followed during its implementation, including the delivery of interim and final reports. We comply with the requirements of the European Commission, and our work is supervised by control procedures at both national and European level.

The administrative framework is very important that this takes time. All these procedures are nonetheless required, for certain projects funded obtain large sums, which implies that it is well constructed and that its application is flawless. The administration took a significant step in the application, this may discourage some candidates. Therefore, we request , as far as possible, simplified procedures to the European Commission

3. What is the role of the Europe Education Formation France (2E2F) Bordeaux Agency?

We have three main missions.

Our first role, that is a historic one, is a programme manager mission. We oranise the calls for proposals, receive bids, assign credits, implement the evaluation and selection, and ensure the administrative, financial and accounting matters.

Our second role is an initiating role in raising awareness and providing information about the programmes. If Erasmus is now relatively well known, this is not the case for other programs. We manage 26 actions divided into 5 sub-sector programs, 4 mechanisms and are the national contact point for two other programs, which brings some complexity in terms as regards information.

Among the two programmes for which we are the national contact point, we can name the Tempus programme, that aims at supporting the modernisation of higher education systems in the Balkan countries, Easter Europe, Central Asia and Mediterranean.

The other programme is Erasmus Mundus, that give access to European research networks for students and PhD students of the entire world. Its purpose is to anchor the EU as a global centre for research, and particularly attracts Indian, Chinese or Brazilian students.

We also manage Europass, that is a sort of European CV template, that aims at facilitating mobility on the European labour market.

In addition, we coordinate the Euroguidance network, which brings together the structures responsible for guidance in Europe. The mission of the members of this network is in particular to inform and educate potential beneficiaries of the LLP programme.

On the 11th and 12th of May, we organize the first European seminar on the new Comenius Regio action, which was created in 2009. It finances projects of partnership with an educational dimension among European local authorities.

Finally, our third role is the taking part in the strategic reflection on the development of education and training, and our mission is to contribute to a better articulation between national policies and European policy. We must position ourselves in the debate so as to contribute to the idea that lifelong training must be at the core of our policies.

In that framework, we organise studies, take part in various seminars and conferences and go back to the Commission to explain what is going on in France. On the other hand, we provide guidance, to national stakeholders, about the future orientations of the Commission given that, paradoxically, education is not an EU competence.

4. How does a project manager know if they should go to your structure or in Brussels?

The answer is simple: they just have to refer to our website where they will find information on every programs and education and training activities throughout life. It may well identify what actions are centralized and therefore managed by the agency (a link allows him direct access to the website of the executive agency). For all other actions, our website is well structured and it allows you to find relevant information quickly.

We are also currently designing a public portal. Indeed, if our site is now effective for project managers, it is less so for the general public we also want to educate.

5. What advice would you give to candidates wishing to go into a project under this program?

I would say first of all go to our website they will find the Guidelines for Applicants.

Second, and this is very important because the European Commission is very attentive to due process, we must pay close attention to deadlines for applications.

I would also say that it is always important to get personalized recommendations and, therefore, project leaders can contact our agency.

Finally, I give two latest tips:
1. Participate in a study visit to meet with European players in the education and training throughout life, and share with them its good practice and new methods. This is an excellent lever to find European partners for its project.
2. Organize a preparatory visit to meet with his European partners and work with the content of the project and build the application.
