Innovation: which funding opportunities for French companies?

The European Union has deployed two main funding mechanisms for innovation:
1) EU programmes managed by the European Commission and its related bodies (executive agencies, National agencies...)
2) European Structural and Investments Funds (ESIF): decentralized funds, allocated to each Member State. In France they are managed by the new Great Regions. Lire_La_Suite

Which EU programme should you privilege?

Horizon 2020 is the flagship programme financing Research and Innovation actions until 2020. It has a budget of 80 billion euro: 7.2% of the EU total budget. Horizon 2020 puts its emphasis on Excellent science, Industrial leadership and tackling Societal challenges (its three main strands).
The goal is to remove barriers to innovation and makes it easier for the public and private sectors to work together in delivering large-scale innovation projects.
Furthermore, a specific initiative for SMEs has been launched: the SMEs Instrument, a special support for innovative projects delivered by one or more SMEs. Three steps for funding: a rate of 50 000 euro in phase 1 for feasibility studies, a grant of 0.5 to 2.5 million euro in phase 2 for the first commercial application and other agreements for loans or own funds in phase 3.

COSME is the EU programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises (SMEs) with a planned budget of €2.3bn. COSME will support SMEs in four areas:
1) Improving access to finance for SMEs in the form of equity and debt
2) Improving access to markets
3) Improving framework conditions for the competitiveness and sustainability of Union enterprises
4) Promoting entrepreneurship and entrepreneurial culture.

What are the decentralized funds in your region?

Among the decentralized EU funds you can find the European Regional Development Fund (ERDF) which can finance Research and Innovation projects.
These allocations assigned to EU regions aim at enhancing the regional economic development.
Each region publishes its own Operational programme (available on the regional websites or on www.europe-en-france.gouv.fr) that maps out all the key themes and axis for 2014/2020 and determines the eligibility criteria: financing research projects, flanking actions for companies, renewable energies, innovative projects in the tourism sector, ICTs...

How to get oriented in your choice?

Studies showed that success rates for ERDF projects are higher than those of the programmes managed by the Commission, which also seems logical: they are managed by regions so they stay closer to companies.
Nevertheless, it is not that easy for companies to find the right axis, to understand the criteria, to find the good contact person...Structural funds documents are often long and difficult to understand...
