Which theme for the European Year 2009?

1. Why does the European Commission organize an European Year and which theme was chosen for 2009?
The European Commission chooses every year in partnership with the European Council and Parliament a theme for the European Year. This initiative aims at informing the European citizens of one of the major specific challenges of the European Union by organizing debates, conferences, good practices exchanges… For 2009, the objective is to promote creativity and innovation for the personal fulfilment and well-being for citizens but also to strengthen Europe's competitiveness and sustainable growth. The emphasis will be put on the development of creative and innovative potential in the life long learning process. Nevertheless the official launch of the Year should wait the adoption of the legislative decision. We can assume that it will be adopted because the reactions of the European Parliament and Council are positive. Information sessions have already been organised in regional offices in Brussels. 2. Will the European Year dispose of a specific budget?

The initiative does not dispose of a specific budget. Existing budgets and programmes will be used and the projects will be part of the programme of the European Year for creativity and innovation. There won't be any call for proposals at European level.


3. What are the objectives? What is the expected impact?

The major objective is to support actors active in the field of innovation and creativity. It can be enterprises , schools or universities… There are some more precise objectives such as the development of creativity and innovative capacity through non-formal and informal youth activities or the encouragement persons who are not on the labour market to develop their creative potential for personal fulfilment ant those who seek employment to enhance their attractiveness on the labour market…
Concerning the impact, many outputs, including biennial reports on cooperation across a broad range of education and training issues and recommendations or other non-binding principles or instruments dealing with specific topics such as recognition of non-formal and informal learning outcomes or lifelong guidance are expected.


4. Which measures are expected?

Numerous events promoting debates and raising public's interest about creativity and innovation will be organised. The European year will include information and promotion campaigns, events and initiatives at European, national, regional and local level in order to disseminate key messages and examples of good practices on those themes. Studies and surveys at national or European level can be done.



5. How can people take part to the European Year for innovation and creativity 2009?

A Website will be created for the European Year 2009. Interested persons will find more details about the programme, the events, the communication kit… This Website will soon be launched. They can also propose their projects about innovation and creativity in existing programmes. Each Member State pointed out a national coordinator responsible for the organisation of the participation of its Member State to the European Year. A European steering group will coordinate the actions at European Level.
