1.Can you describe the Public Interest Group ADECIA? You are in charge of engineering twinning projects within the organization, what is your role exactly?

The Public Interest Group Agency for the development of international cooperation in the fields of agriculture, food and rural areas \"(ADECIA) was established in 2007 in order to strengthen the synergies between all the operators which contribute to the strategy of the Ministry of Agriculture and Fisheries in these areas
The founding members of the agency are: the Ministry of Agriculture and Fisheries, the Permanent Assembly of the Chambers of Agriculture and the Services and Payment Agency aFranceAgriMer.

Within ADECIA, I of the engineering project, to set France on cooperation appropriations available within major multilateral organizations, in particular the twinning of the European Commission (IPA and political European Neighborhood)




2.Can you describe us the realization that can be seen as the most emblematic of your action?


France is associated with Austria at the head, and Slovakia, has won in April 2009 an institutional twinning in Montenegro. Thanks to the fund “Instrument for Pre-Accession” (IPA), the Ministry of Agriculture from Montenegro receive a technical support from the consortium to implement its rural development policy.

France will provide about twenty experts (about approximately 300 working days) to contribute to the success of this project which will start in November 2009.

Under this project, ADECIA supports the three main French partners of this project, namely the Ministry of Agriculture and Fisheries, the Services and Payment Agency and the Permanent Assembly of the Chambers of Agriculture in the preparation of the French response and of the contract, in the mobilization of their experts and in the the development of the partnership with Montenegro.




3 You. wished to participate to the training \"How to get IPA funds” the Instrument for Pre-accession funds, what were your expectations? What kind of knowledge and skills did you acquired?



My main expectation was to measure the main issue of the accession of the future new Member States, and to understand the financial tools available and their conditions of mobilization, in order to position the members of ADECIA on the upcoming calls for proposals and calls for tenders of the European Commission.




4. After your collaboration with the organization Welcomeurope, which initiatives will you undertake?


We would support the investment of members of ADECIA in new cooperation European programs such as the dialog between civil society projects ... We weekly read Welcomeurope’s newsletter \"Eurofunding Newsletter” to be informed in real time.
