1) Why have you created Welcomeurope ?


Two major ideas pushed me to create Welcomeurope:


-The wish to bring together in concrete terms actors in the field and the Institutions of the European expansion. . Indeed, after an experience within the European Commission in 1995, I realized that the main work of the Commission officers was to formalize the implementation of the European Policies instruments for professional organizations. Moreover, we noticed that the Institution was absolutely not able to communicate about these instruments. Having neither the competence nor the mandate, how can the Commission communicate with all member states and with all target beneficiaries of programmes? It was therefore necessary to create a facilitator tool, a dialogue instrument and to help the democratisation of the information. Thus, Welcomeurope was born from this observation.


- Then, in 1999, I was looking for a job in European Affairs, a head of European project post but this job didn’t exist! Therefore, I had to create my own employment! And I could do it thanks to the creation of Welcomeurope!



2) How does Welcomeurope contribute to facilitate the dialogue between the European Institutions and the project leaders ?


The Welcomeurope team is trained to the European Affairs and to the expansion of partner’s project. Its role is to help public, private or associative organisations to integrate the European sphere in their activities. The building of these initiatives implies to contact Institutions in order to obtain their financial support or their active contribution to implementation. Welcomeurope guide them throughout this process and transmit its know-how to teams involved in the projects.



3) What is your mission within the company ?


My mission is to manage the company, to coordinate the team (management) and to encourage projects development.
This year, there are more than 10 new projects which will soon grow thanks to the team’s involvement: namely the creation of a new trainers network, certified Welcomeurope, launching of specific offer for Research and Innovation projects focused on the FP7, and the constitution of partners hips with organisations all over Europe.



4) What challenge you most in the project leaders’ requests ?



I have noticed these last 3 years a fundamental change in the needs. Nowadays, project leaders, better informed, express specific needs, like assistance to the formalisation of the application form or consultancy in European partners expansion… Before, organisations met difficulties to identify their needs. D Plan about the Commission’s communication as well as our information service about the Eurofunding European funds belong to tools which, those last years, allowed a better sensitisation and information of organisation in the field.



5)Which advices would you give to a project leader willing to access European funds ?


Large topic !
Firstly, you can only be interested in European funds if you have a true development project. The European Union doesn’t aim at financing organisations’ functioning, you have to develop initiatives which will find an echo in the European Policies. So, the first key is to have an idea.
Secondly, always keep in mind that the UE support must be justify. You always have to ask yourself that question: “what can be the EU’s interest for my project?” Thus, the project leader will succeed to integrate his initiative in a larger background, namely Union’s strategy.
Then, my last advice would be to identify if the organisation has enough internal competencies. On the contrary, you must be advised and escorted during the first years. This is the key to succeed and to enhance its internal competencies. This is the mission of Welcomeurope!
