2005 Selection rounds ALFA II are cancelled.

Potential project networks whishing to submit a project proposal in the context of the Programme ALFA II are informed that the initially foreseen selection rounds pertaining to the year 2005 (30th April and 30th October) are cancelled. In view of the scope and the number of projects of quality, the Programme ALFA initial budget of
EURO 42 million was reinforced in October 2004 of EURO 10 million. Nevertheless, both, the
totality of the financial resources (EURO 52 million) allocated to ALFA II and the available staff, do not allow us to carry out the 11th and 12th selection rounds.

The European Commission would like to assure you that all the other actions of the Programme continue: management, monitoring and evaluation of the approved projects implementation.
Considering the 10th round, the selection process follows its course and, at the appropriate time,
results will be communicated to the coordinating institutions.
Moreover, we wish to inform you that as foreseen in the Commission Decision establishing ALFA II,
an overall external evaluation of the Programme was launched recently, the report of which is
awaited for the autumn 2005.

Further, the form and the dimension that cooperation in the field of Higher Education between the EU and AL will take, will be defined as part of the programming of the Directorate-General Foreign Affairs (RELEX) 2007-2013. A future Programme will be based on the conclusions and recommendations of the overall evaluation, on the basis of the analysis of the results/products of the projects implementation, as well as on a general reflection regarding the regional cooperation EU-AL strategy.
