Creating European Research Area: New Action Plan

Its aim is to make the EU become, by 2010, the most competitive and dynamic knowledge-based economy in the world.The new action plan aims at promoting scientific education and culture with the public, and reinforce ethical bases of research. Emphasis is placed on the transparency of scientific information, and the co-operation among scientific institutions on the European level in both sectors.
Getting science closer to the public will consist in a comparison of different national approaches through forums and a week dedicated to science; more recrutment in the sector; the creation of a network of mobility centres, national scientific institutions and "Science Shops", answering to all questions on scientific matters; and an inqiry on female presence in research.
As for scientific ethics, the Commission will facilitate the coordination of research and previews on European, national and regional level. The Parliament is about to specify common positions concerning ethical matters. A monitoring centre for information and documentation will be in charge of detecting and analysing the development of ethical scientific issues. An improvement of risk management, including the best means to communicate on scientific doubts and risk issues, is to be set up. The Commission will establish guidelines for its own choices and use of the survey of these policies.
