Danuta Hübner to meet Romanian regional officials

The visit of the Commissioner for Regional Policy in Romania is the mark of the launching of the new programming period 2007-2013.Regional Policy Commissioner Danuta Hübner visits the Bucharest region and Sibiu, central Romania, on 12-13 July. Together with Prime Minister Calin Popescu Tariceanu, she officially signs Romania's National Strategic Reference Framework (NSRF), which the Commission adopted on 25 June. This document details how Romania will invest 19 billion euros allocated under Cohesion Policy for 2007-2013. Five Operational Programmes to implement the broad priorities in the framework have also been agreed this week. The Commission expects the investment to have a big impact in improving the competitiveness and development of Romania's regions, while improving quality of life for the country's citizens.

Of the 19 billion euros available for Romania in 2007-2013, some 60% will be invested into bringing basic infrastructure up to European standards: roads, railways, environmental facilities and social and public infrastructure. A fifth will be invested in Romania's workforce, to develop its skills and efficiency, 15% on increasing the long-term competitiveness of the economy, and 5% on building effective administrative capacity.

The broad priorities of the Romanian NSRF will be implemented through seven Operational Programmes. The five agreed this week are: Regional, Economic Competitiveness, Transport, Environment and Technical Assistance.. There are two further programmes in the pipeline: Human Resources Development and Administrative Capacity Development.

The Instrument for Structural Policies for Pre-Accession (ISPA) made available over Euro 2.042 million to Romania for Environment, Transport and Technical Assistance projects.

JASPERS is a partnership between the Commission, the European Investment Bank and the European Bank for Reconstruction and Development. It aims to improve the preparation of major projects to be co-financed by the Cohesion Fund and the European Regional Development Fund (ERDF), particularly in new Member States, for 2007-2013. JASPERS also has an office in Warsaw, and a third is scheduled to open in Vienna.
