H2020: A List of countries eligible for funding

Research, Education - Training, Health, Energy, Environment, Industry, Innovation, Justice - Security, Citizenship, New technologies, SME Policy,Research centres,Corporations,SMEs,Universities,Banks,International Organisation,

News To be eligible for funding, an applicant consortium must comprise at leat 1 entity established in 1 EU Member states or associated country for coordination and support projects, and of at least 3 entities established in at least 3 different EU Member states or associated countries for research and innovation or innovation projects.


Legal entities established in one of the following countries are considered automatically eligible for funding under the different strands of the Horizon 2020 programme


* European Union countries : Austria, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Czech Republic, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom

* Third countries associated to the Horizon 2020 programme: Albania, Bosnia and Herzegovina, Macedonia, Faroe Islands, Iceland, Israel, Moldova, Montenegro, Norway, Serbia, Turkey

* Switzerland: Swiss organisations are currently not eligible for funding under Horizon 2020. However, the situation may evolve pending the eventual signature of an association agreement between the EU and Switzerland in the upcoming months


Legal entities established in one of the following third countries are considered eligible for funding under almost all strands of the Horizon 2020 programme (although they are not allowed to apply to the SME Instrument)

* Countries of the Mediterranean Neighbourhood: Morocco, Algeria, Tunisia, Libya, Egypt, Palestine, Jordan, Syria, Lebanon

* Countries of the Eastern Neighbourhood and of ex-USSR: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine, Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, Uzbekistan

* Latin American countries: Argentina, Bolivia, Chile, Colombia, Paraguay, Peru, Uruguay, Venezuela, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Cuba, Dominican Republic

* Asian countries: Afghanistan, Bangladesh, Bhutan, Cambodia, Indonesia, North Korea, Laos, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Vietnam, Iraq, Iran, Yemen

* Countries of the Africa, Caribbean and Pacific group: South Africa, Angola, Belize, Cape Verde, Comoros, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo (Democratic Republic of) Congo (Republic), Côte d'Ivoire, Cuba, Djibouti , Dominica, Dominican Republic, Eritrea, Ethiopia, Fiji, Gabon, Gambia, Ghana, Grenada, Guinea, Guinea-Buissau, Guyana, Haiti, Jamaica, Kenya, Kiribati, Lesotho, Liberia, Madagascar, Malawi, Mali, Marshall Islands, Mauritius , Mauritania, Micronesia, Mozambique, Namibia, Niger, Nigeria, Papua New Guinea, Palau, Rwanda, Samoa, Sao Tome and Principe, Senegal, Seychelles, Sierra Leone, Solomon Islands, Somalia, Sudan, Suriname, St. Kitts and Nevis, St. Lucia, Saint Vincent and the Grenadines, South Sudan, Swaziland, Tanzania, Timor-Leste, Togo, Tonga, Tuvalu, Uganda, Vanuatu, Zambia, Zimbabwe

Entities established in the following countries are considered not eligible for funding under Horizon 2020, unless the they apply under the following calls

* Japan: Calls for proposals "EU-Japan Research and Development Cooperation in Net Futures" (Information and Communication Technologies sub-strand of the Leadership in Enabling Industrial Technologies of the Industrial leadership Pillar of the Horizon 2020 programme)

* Brazil: Calls for proposals "EU-Brazil Research and Development Cooperation in Advanced Cyber Infrastructure" (Information and Communication Technologies sub-strand of the Leadership in Enabling Industrial Technologies of the Industrial leadership Pillar of the Horizon 2020 programme)



In addition, legal entities established in countries not listed above and international organisations will be eligible for funding when the Commission deems participation of the entity essential for carrying out the action funded through Horizon 2020.
