Industrial policy and budget priorities on the agenda of the plenary session of the Committee of the regions
Next week, local officials across the EU will meet in plenary session to analyse the reform of the EU budget and legislative proposals of the Commission on regional policy.In parallel to the OPEN DAYS, the European week of regions and cities, the Committee of the Regions plenary session from 10-12 October will also discuss the future of industrial policy with Vice-President of the EC, Commissioner Tajani.
The opening session of the Committee of the Regions (CoR) plenary on Monday 10 October also doubles as the official launch of the OPEN DAYS 2011. European Commission President José Manuel Barroso, European Commissioner for Regional Policy Johannes Hahn, European Parliament President Jerzy Buzek, Danuta Hübner, Chair of the European Parliament’s Regional Development Committee, Elżbieta Bieńkowska, Polish Minister for Regional Development representing the Council presidency, and CoR President Mercedes Bresso will discuss how to improve the delivery of EU regional aid on the ground, just a few days after the EU executive presented the legislative proposals for its future architecture.
The European Commission has recently also tabled proposals on the financing of EU budget (own resources) and overall spending priorities for regional policy, agriculture subsidies and research programmes in its 'multi-annual financial framework' for 2014-2020. Whether these plans are in line with the investment needs of regions and cities will be the topic of a discussion between CoR members and EU Budget Commissioner Janusz Lewandowski on Tuesday evening.
Also on Tuesday, regional and local politicians will analyse EU plans to keep industry jobs in Europe while "greening" the sector. Patxi López (ES/PES), President of the Basque country, will present the Committee's opinion to EU Industry Commissioner Antonio Tajani, arguing that boosting industry to make it competitive at global level must be compatible with economic and social development, and respect for the environment. Meanwhile, the EU's local and regional authorities, a number of which have built up considerable skills and experience in economic and industrial development as well as competitiveness, should play a greater role in shaping and implementing these industrial policy proposals.
On Wednesday, CoR members will witness, also for the first time in history, the address by a minister from one of the BRIC (Brazil, Russia, India, China) countries. Kamal Nath, Indian Minister for Urban Development, will explain the challenges that one of the largest countries in the world is facing on the road to sustainable urban development.
