New institution building partnership programme in NIS countries and Mongolia to be launched

The TACIS Institution Building Partnership Programmes (IBPP) to Support Civil Society and Local Initiatives will be officially launched at the opening conference on 30-31 January 2003 in Brussels.The conference gives project partners from NIS countries, Mongolia and from Member States the opportunity to exchange information and experience. The new IBPP programme is designed to support the institution building process in TACIS countries through partnership cooperation between NGOs, local/regional authorities and non-profit organisations. It specifically aims at reinforcing the development of initiatives at grass-root level in NIS countries and Mongolia. The programme is characterised by its direct contact with the local communities in TACIS countries and in the European Union. Under the new framework, projects will be carried out jointly with an EU partner organisation and concern the following issues ; public administration reform, economic development, social policy, urban management and environmental protection. The IBPP operates on a budget of €15 million. The EC will co-finance projects with amounts between €100,000 and €200,000.
