Public consultation on financial instruments for external action

The European Commission plans to present proposals on the allocation of EU budget by 2011. On November 29, it launched a public consultation on all aspects of EU external funding. Do not hesitate to express your opinions to help the Commission to maximize the value of its expenditure on external action field.In 2011 the European Commission will submit proposals for how the EU’s budget should be divided from 2014 onwards – an agreement known as the ‘financial perspectives’. The Commission must also present legislative proposals for the financial instruments used to support EU external action post 2013. The contributions received in response to the consultation will be used in the preparation of these proposals.

External action has a number of objectives, including promoting Europe as a global partner, preparing candidate countries for accession, working towards poverty eradication, enhancing democracy and the rule of law and assisting vulnerable populations outside of the EU.

Challenges for the future are plentiful. The EU’s external action must tackle global problems such as climate change, energy security, and economic and financial stability. The 2015 deadline for the Millennium Development Goals is also rapidly approaching, with more effort still required as regards poverty, hunger, maternal and child mortality, sanitation and environmental sustainability.

At the same time, the EU must ensure greater coherence between its funding programmes and a smooth transition from decision-making through to delivery. The EU’s external action funding of the future must strengthen synergies, avoid overlaps and deliver on those key objectives where it can provide the best added value.

The consultation is also seeking views on its different relations with partner countries, cooperation with middle income countries, accountability, transparency and visibility.

Contributions will be published on the consultation website, and a report will summarise the main outcomes.
