Public Consultation on the Thematic Programme for the promotion of Democracy and Human Rights

In the context of the proposed new financial instruments for external assistance within the framework of the financial perspective 2007-2013, the Commission is planning a thematic programme on Democracy and Human Right.The intention is to provide continuity with the current European Initiative for Democracy and Human Rights (EIDHR). The new programme is due to be the subject of a Commission Communication scheduled for early 2006, which will provide the basis for discussions with the European Parliament and the Council, which will in turn give orientations for the subsequent programming in the form of a thematic strategy paper.

This is a public consultation to help prepare the new programme. The consultation document puts forward proposals and options on how its strategic objectives and priorities may be defined. All comments are welcome, in particular on the proposed definition of four strategic objectives, the possible balance to be established between the four objectives, and the suggestions for priority setting within the strategic objectives 1 and 2.
