The European Union will have to use its imagination to unblock budget negotiations

David Sassoli, President of the European Parliament, urged creativity following a meeting with the bloc's leaders shortly before the start of the summit in Brussels on 15 and 16 October. According to Parliament, €39 billion is needed to reinforce the 15 priorities of the Multiannual Financial Framework (MFF), the EU's long-term budget (2021-2027) currently set at €1,074 billion.
However, EU leaders rejected the institution's request, arguing that the bloc's coffers will add €750bn to the recovery plan for Europe to fight the Covid-19 pandemic, a historic sum approved at a five-day marathon EU summit in July.
