The common agricultural policy (CAP) dates back to the early days of European integration. Today, the CAP still has a pivotal role in the European Union, not just because farmland and forests account for more than 90% of land within the EU, but also because it has become an essential mechanism for facing new challenges in terms of food quality, environmental protection and trade.
EU policy aims to enable producers of all forms of food - from crops and livestock to fruit and vegetables or wine - to survive by themselves in EU and world markets.
Significant reforms have been made in recent years, notably in 2003 and during the CAP Health check in 2008, to modernise the sector and make it more market-oriented.
The Commission adopted in 2010 "Quality Package" for food and agricultural products which put in place for the first time a comprehensive quality policy. It has two main aims : guaranteeing quality to consumers and securing fair prices for farmers are the twin aims
The Common Agricultural Policy is due to be reformed by 2013. After a wide-ranging public debate launched in April 2010, the Commission presented at the end of 2010 a Communication "The CAP towards 2020: Meeting the food, natural resources and territorial challenges of the future", which outlines options for the future CAP and launches the debate with the other institutions and with stakeholders. The presentation of legal proposals is foreseen for 2011.
The Europe 2020 strategy offers a new perspective. In this context, through its response to the new economic, social, environmental, climate-related and technological challenges facing our society, the CAP should contribute more to developing intelligent, sustainable and inclusive growth. The CAP must also take greater account of the wealth and diversity of agriculture in the EU’s 27 Member States.
Fisheries
The European Union’s coastal regions account for some 40% of its gross domestic product and about 40% of its population. The common fisheries policy (CFP) has the same the legal basis as the common agricultural policy (CAP).
The objectives of the CFP are: protection of stocks against over-fishing; a guaranteed income for fishers; a regular supply at reasonable prices for consumers and the processing industry; and sustainable biological, environmental and economic exploitation of living aquatic resources.
Integrated maritime policy is an overall policy which brings together several maritime activities, such as shipping, fisheries, energy, surveillance and monitoring of the seas, tourism, the environment, research, etc.
The integrated maritime policy aims to maximise sustainable exploitation of the seas and oceans, whilst at the same time allowing growth of the maritime economy and the coastal regions.
