How to get funds from the European Social Fund?

What is the European Social Fund and how to get funds ?

The European Social Fund allows the European Union to improve its policy in favour of employment.
It amounts to a total of 60 million Euros that will be distributed within 7 years from 2000 to 2006.

Management
The European Commission administers the Fund - DG Employement and Social Affairs.
A committe provides management support to the Commission : it gathers government members and social partners from every Member State.

Geographic areas :
Objectives 1 and 2 : The ESF concerns the areas or regions eligible for objective 1 (Regions which GDP reaches less than 75% of the European average) and for objective 2 (regions in economic, industrial and social reconversion)
Objective 3 : the ESF provides a great help to publics or regions in difficulty . It covers all the administrative areas of the Union and meet the requirements of Objective 3 (Structural Funds). The Objective 3 covers the areas which are not eligible to objectives 1 and 2.
EQUAL : The ESF also promotes economic and social cohesion. It grants funding for a lasting development of the capabilities and the uplift of job opportunities in the frame of the CIP (Community Initiative Programme) EQUAL. The EQUAL funding covers all administrative areas of the EU.

Development priorities :
In order to achieve its European strategy for a high level of employement, the part financing of the ESF aims at supporting several measures like :
· Development of educational and professional training as part of a policy for life - long learning
· Improving the participation of women in the employment market
· Development of an active policy to fight against unemployment and promote support for those entering or re-entering the employment market
· Stimulate innovation in work organisation, encourage human potential in research, science and technology, promote a skilled and adaptable workforce and support entrepeneurship and job creation
· Promote the social inclusion and equal opportunities for all
· Technical assistance and dissemination of information
· Innovative actions and pilot projects concerning the employment market
· Action which has as target the staff of companies in 2 Member States

Financed actions
· Elaboration of pathways to integration for long-term unemployed, gathering all the required phases to get a job : job induction, information and guidance, pre - training, training, aid for job seeking.
· Development of relations between SMEs and Technological Resource Centers : Investing in training centers in order to improve technological and material infrastructures, support of applied research centers in direct cooperation with SMES, development of the tertiary colleges involvement to technological elaboration actions for companies.
