Priorities and funded actions:

Objectives
* Consolidate the eIDAS-based ecosystem across the European Union to the benefit of all citizens and sectors across the EU and EEA countries;
* eIdentification:
– eID DSI integration: Integrating the eID DSI (Digital Service Infrastructures) in existing e-services/systems/online platforms in various public or private sectors;
– Attributes enablement: Enabling attributes, mandates and authorities to be associated with electronic identities for cross-border use through the eIDAS node
* eSignature – Uptake and reuse of eSignature: Developing systems for the Member States and the private sector for the use of electronic signatures and electronic seals in line with the eIDAS Regulation (signature/seal creation and/or validation)

Priorities
* eIdentification:
– Provide support to the Member States at the technical and operational level. Such assistance will comprise technical support and advice, including the maintenance of the reference implementation, as well as supporting a broader uptake of eID;
– Extend the assistance to the operation of the eIDAS interoperability nodes after the entry into force of the eID mutual recognition in September 2018, as well as to addressing implementation questions derived from this mutual recognition (such as identity matching issues);
– Continue the support to the onboarding of new domains, with a special focus on the re-use of eID in mobile environments

* eSignature:
– Maintain and update DSS, TL-Manager and Trusted List Browser, provide help and training to national supervisory bodies and national Trusted List Scheme Operators;
– Continue supporting providers of solutions that implement advanced electronic signatures to rely on the DSS library for the creation and validation of e-signatures in compliance with the eIDAS Regulation;
– Develop a set of test cases for implementers and assessment bodies to test the conformity of validation services to the eIDAS Regulation;
– Promote the uptake of the use of the eSignature building block among Generic Services to both public and private entities established in the EU and EEA countries participating in the CEF Telecom programme

Among financed actions
* Enhance the services provided to the citizen in different sectors, such as (but not limited to) financial, transport, shared economy or mobile communications;
* Sustain EU policies where trusted identification or verification of attributes is needed (e.g. tackling disinformation, proof of age for the protection of minors);
* Development of systems that should be able to demonstrate their use of the eSignature DSI Building Block’s DSS open-source library (either by incorporating the library’s code or as a reference implementation) to create and/or validate electronic signatures and electronic seals compliant with the eIDAS Regulation and related standards

* This call for proposals is an open call for proposals

* Initial duration of the action: 18 months

* Eligibility
– Be a legal person;
– Be: a public sector body from a Member State of the CEF programme;
– The consortium must be composed of at least 3 organisations (out of which at least one should be a public sector body or acting on behalf of a public sector body, which provides a public service), based in one or more Member States and/or EEA countries participating in the CEF Telecom programme;

– With the agreement of the Member State(s) or EEA countr(y)ies concerned, International organisations, Joint Undertakings, or public or private undertakings or bodies established in the Member States;

– If no public sector bodies are part of the consortium, an explicit endorsement from the relevant public sector body must be provided (for eIdentification objectives: from the relevant Member State representation of the eIDAS Cooperation Network; for the eSignature objective: from the relevant public sector body for which the system for electronic signatures/seal is being developed);

– Where necessary to achieve the objectives of a given project of common interest and where duly motivated, third countries and entities established in third countries may participate in actions contributing to the projects of common interest. They may not receive funding under the CEF Regulation, except where it is indispensable to achieve the objectives of a given project of common interest
