This call for proposals aims to strengthen civil society organisations and local authorities
and to support civil society and human rights defenders in third countries

Priorities and funded actions:

– To enhance CSOs contributions to governance
– To enhance LAs contributions as actors of local governance and welfare providers and promoters of inclusive and sustainable growth at the local level
– To strengthen the role of civil society in pursuing common agendas for human rights and democratic reform
– To enhance political participation and representation
– To increase safety structures for human rights defenders
– To support activities aimed at promoting the issues covered by EU human rights guidelines

*Lot 1 – CSO
– Actions that promote land security, including land dispute resolution mechanisms, for vulnerable and marginalized groups
– Actions supporting civil society participation in areas of education, natural resources management and public financial management including actions that enhance the capacity of umbrella organisations and associations to develop networking capacity and policy advocacy actions
– Actions that support learning mechanisms for civil society/NGO actors currently implementing initiatives for participatory governance
– Actions that promote labour rights, social dialogue and better working conditions
*Lot 2 – LA
– Actions enhancing Local Authorities’ ability to execute their institutional mandate through
strengthening their capacity to promote participation, effectively coordinate local development and increase transparency and accountability in the delivery of public services
*Lot 3 – EIDHR
– Actions that promote freedom of association and expression
– Actions that support participation of civil society in the electoral process and democratic debate
– Actions that address safe migration and work to combat human trafficking, especially of women and children

– Monitoring of corruption and fight against corruption
– Land rights awareness campaigns and advocacy
– Citizen’s oversight of public spending
– Capacity-building
– Policy advocacy
– Actions that promote improved collective bargaining power of trade unions and social dialogue processes
– Actions that promote the right to a living wage and the interests of vulnerable workers
– Participatory planning and social accountability mechanisms at local government level
– Advocacy to combat human trafficking and work on prevention, legal support and safe migration
– Actions that promotes information on legal framework, peer education, reintegration of victims of human trafficking
– Monitoring of electoral processes
– Civic education and women’s participation in democracy
