Priorities and funded actions:

Objectives
For LOT 1 – CSOs:
1. To support and strengthen CSOs’ capacity to perform their roles as development actors, services providers and agents in policy processes, in coordination with the country’s stakeholders;
2.To foster CSOs’ cooperation with similar entities (eg with other Eritrean, African and European CSOs) and with LAs in-country and abroad and/or to strengthen CSOs’ cooperation with international and regional intergovernmental organisations

For LOT 2 – LAs:
1. To support LAs’ capacity to perform their roles as development actors, services and welfare providers, and promoters of inclusive and sustainable growth at the local level (according to their institutional mandate);
2. To foster LAs’ cooperation with similar entities (eg with other Eritrean, African and European LAs) and with CSOs in-country and abroad and/or to strengthen LAs’ cooperation with international and regional intergovernmental organisations

Priorities
– Encouragement of different types of partnerships between more and less experienced entities (eg. with other Eritrean, African and European entities) to facilitate capacity spin-offs;
– Enhancement of inclusiveness and pluralism of CSOs and LAs;
– Where possible, strengthening of CSOs’ and LAs’ interventions in the dialogue process among each other and with local and national authorities;
– Innovative approaches and activities

Among financed actions
 – Actions aiming at building the capacity and boost the contribution of civil society organisations or local authorities (as service/welfare providers, advocacy actors and policy making actors) to the development of the country;
– Actions aiming at building local, international and regional networks
