Priorities and funded actions:

Objectives
* To promote a more dynamic and inclusive civil society in Timor-Leste, contributing to participatory democracy and equitable and sustainable political, economic and social development;
* To promote the capacity of CSOs to strengthen their presence on the public stage in the political, social and economic sphere;
* To contribute to more effective public policies and services, to more participatory and transparent democracy and to sustainable and inclusive development

Priorities
* Promote initiatives by CSOs to prevent and mitigate climate change that will enable awareness to be raised, particularly in the field of plastic waste treatment through the circular economy;
* Strengthen CSO capacities to promote women’s economic participation

Among financed actions
* Lot 1:
– Information dissemination activities through national campaigns on the environment and the best use of plastic waste, with the aim of reducing the current burning of plastic waste;

– Activities that promote local development planning processes; 
– Activities that build the capacity of actors throughout the circular economy (e.g. the small plastic collector or the small community shredder) to innovate and invest in ways to recycle plastic waste; 
– Adopt processes and protocols for quality assurance and for controlling the recycling and sale of recycled plastic;
– Audiovisual production (short videos, documentaries / “roadshows”, especially in schools) on the themes of recycling, environment and climate change for the Timorese public
* Lot 2:
– Actions to strengthen the capacity of business associations, chambers of commerce to represent, lobby and defend women’s economic interests, work opportunities and working conditions; 
– Actions to strengthen the capacity of business development service providers to facilitate women’s access to market information, technical and management skills, appropriate technology and innovation;
– Seminars and conferences on human resource management, creation of productive employment, decent work, equal pay and financial services, and economic participation of women, including girls;
– Technical and vocational training courses and information technology courses as a way of developing the skills of women, including girls;
– Portuguese and English classes as a way of developing women’s oral and written communication skills;
– Colloquia and seminars on the themes of employability of women, including young people (e.g. how to prepare a CV, how to respond to a job advertisement, etc.);
– Training courses on the tools and methodologies needed to find decent jobs and develop their own businesses;
– Funding of scholarships or training actions in the relevant areas (economic participation of women) as long as it is not the sole or main objective of the action
 

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 48 months

* Eligibility:
– Be a legal entity;
– Be non-profit;
– Be a civil society organisation;
– Be established in East Timor or in a Member State of the European Union or in a Contracting Party to the Agreement on the European Economic Area;
– Principal applicants based in East Timor may submit an application individually or with one or more co-applicants;
– Applicants who are not established in East Timor compete with at least one co-applicant established in East Timor;
– The participation of CSOs based in East Timor will be appreciated
