Priorities and funded actions:

Objectives
* Contribute to the reinforcement of Russian Civil Society Organisations as a pre-condition for a more equitable, open and democratic society, for inclusive and sustainable development and growth;
* Promote the social rights and protection of disadvantaged groups;
* Promote the economic and social rights/empowerment of women;
* Promote social economy and economic inclusiveness

Priorities
* Lot 1:
– Promote the inclusion and rights of the following target groups: children, elderly, victims of domestic violence, persons with disabilities, persons with communicable diseases, homeless, minorities

* Lot 2:
– Support women’s labour market participation, promoting women’s equal access to – and control over – resources, productive employment, decent work, equal pay and access to finance;
– Develop and strengthen social entrepreneurship targeting population with limited opportunities for social and economic empowerment (disadvantaged groups) and community mobilisation, with a particular focus on rural, less developed and remote areas

Among financed actions
* Lot 1:
– Engagement of CSOs as partners of local authorities in the development and/or effective implementation of more inclusive and responsive social policies;
– Advocacy, outreach, active participation, networking, policy dialogue at the local and national level to address issues related to the social rights of vulnerable groups;
– Development and testing of effective multi-stakeholder services for legal, social, health and psychological support for such groups

* Lot 2:
– Priority 2:
> Capacity-building, awareness raising, knowledge dissemination, networking and structuring of issue-based networks, best-practice exchanges, mentoring opportunities for CSOs and women-entrepreneurs, including mobility and expert exchanges; 
> Support selected business initiatives with potential for job creation for women and/or developing entrepreneurial skills of women in remote areas through sub-granting schemes prioritising initiatives of women-entrepreneurs; 
> Strengthening CSOs engaged in the economic and social rights of women and empower their members and constituencies, particularly those at the grassroots and from remote areas through advocacy, outreach, active participation, networking, policy dialogue at the local and national level
– Priority 3:
> Supporting social entrepreneurship initiatives/social enterprises with a high potential for competitiveness, job creation and social innovation through sub-granting schemes, mentoring/coaching/advisory services; 
> Exchanging good practices and support networking among stakeholders, in particular with EU social entrepreneurship organisations and counterparts;
> Promotion of social entrepreneurship and dissemination of social entrepreneurship best practices to be used for evidence-based CSOs engagement as partners of local authorities in advocacy of more inclusive and responsible social policies

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 24 and 48 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be: a civil society organisation;
– Be established in the territory of the Russian Federation as recognised by international law, in an EU Member State or in a EEA Member State;

– The applicant may act individually or with co-applicant(s);
– Non-Russian applicants must act with at least one Russian co-applicant;

– Action must take place in the territory of the Russian Federation, as recognised by international law. If absolutely necessary and duly justified, some project activities may take place in other countries;

– Proposed actions must either cover the objective under Lot 1 or one or two objectives under Lot 2
