Priorities and funded actions:

Objectives
* To strengthen the contribution of CSO in youth employment and social protection;
* To support CSO’ actions to promote the rights of young people to decent and sustainable employment and their integration into the labour market;
* Support involvement of Civil Society in social protection issues

Priorities
* Youth Employment 
– To support training and promotion of young people’s qualifications by ensuring a better link between training and needs of companies and other structures providing jobs;
– To support existing job creation initiatives (including self-employment) to strengthen and expand them (funding of concrete/cascade initiatives);
– To support dynamics aimed at creating a network of specialised actors in order to ensure monitoring and advocacy to initiate reforms in favour of education, inclusion and empowerment of young people
* Social protection
– To contribute to analysis, action research, monitoring, evaluation, transparency, accountability, debate, advocacy and promotion of the impact of social protection policies

Among financed actions
* Lot 1:
– Entrepreneurial training, skills training to develop and ensure more effective and inclusive youth employment and decent work opportunities; 
– Support for career guidance, job creation and socio-professional integration of young people in sectors identified as promising by the lead applicant;
– Testing, promotion and monitoring of relevant and innovative education or vocational training projects, integrating skills development strategies that offer young people better employment opportunities;
– Improvement of the technical skills of the beneficiaries of High Labour Intensity projects (HLI) in order to promote their employability and promote their sustainable integration following HLI projects, including through self-employment;
– Influencing governmental and inter-governmental institutions to initiate reforms in education, inclusion and youth empowerment
* Lot 2:
–  Analytical work, action research contributing to greater effectiveness/impact of social protection policies, through the formulation of reform recommendations based on in-depth and independent analyses, and advocacy on their behalf;
– Actions and/or studies contributing to better monitoring of the implementation and impact of social protection policies;
– Actions and/or studies contributing to increasing governance, accountability, transparency and debate on social protection policies;
– Training activities on social protection issues; 
– Advocacy/mobilisation/sensitisation of public opinion on social protection issues, contributing to promoting the demand for social protection, while improving the supply side

* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: 
– Lot 1: Between 40 months and 48 months;
– Lot 2: Between 24 months and 36 months 

* Eligibility: 
– Be a legal person;
– Be a non-profit making entity;
– Be a CSO, an employer or sectorial or professional trade union association;
– Be an organisation governed by Senegalese law or be established in Senegal or be established in a Member State of the EU or a Member State of the EEA;
– If the lead applicant is not a CSO, an employers’ or sectoral or professional trade union association of Senegalese origin, the co-applicant must be a Senegalese CSO
