The global objective of this call for proposals is to strengthen the role of civil society and local authorities in Belarus in promoting transparent and participatory governance, democratic reforms and human rights, and in ensuring inclusive socio-economic development. 

Priorities and funded actions:

Objectives
– Supporting Civil Society (CSO) lead contributions to governance and socio-economic development processes;
– Supporting Local Authority (LA) lead contributions to governance and socio-economic development processes;
– Supporting Civil Society (CSO) lead contributions to governance and democratic development processes.

Priorities
– Enhancing quality in public services delivery (use of innovative solutions, application of best European and international practices etc);
– Enhance the leadership, institutional capacities, own initiative and comprehensive local partnerships of the LA in order to streamline local accountable development for the interest, benefit and empowerment of local citizens;
– Support to human rights defenders (HRDs) in situations where they are most at risk;
– Etc.

Among financed actions
– Policy advice, advocacy and ongoing oversight for the improvement of the administrative/institutional/legal framework in Belarus;
– Providing concrete assistance, including legal support, to citizens/non-citizens to obtain stable and affordable basic infrastructure and social facilities;
– Capacity building for the benefit of stronger self-governance bodies of civil society in the field of human rights (i.e. platforms, networks and coalitions);
– Etc.
