The global objective for the LOT 1 of the present call for proposals aims at supporting the implementation at national level of initiatives by CSOs in favour of the strengthening of governance, accountability and inclusion in the formulation of public policies.

The global objective for the LOT 2 of the present call for proposals aims at strengthening the participation of local authorities to the good governance and local development, and access to basic services, in compliance with the priorities outlined in the Accelerated Growth and Sustainable Development Strategy.

Priorities and funded actions:

LOT 1: Strengthening the participation of Civil Society Organisations (CSOs) to the governance and development processes
Objectives 
– CSOs in governance and accountability
– CSOs actions to improve social development
– Stakeholders in the promotion of an inclusive and sustainable growth
– Stakeholders contributing to pilot actions for the promotion of local development through a territorial approach

Priorities
– Promote the implementation of democratic governance, accountability at national level and with local authorities.
– Improve social development for a better access of the population to social services.
– Improve the means of living of the populations in need, particularly to vulnerable groups, through CSOs initiatives.
– Foster a change in the quality of life and well-being of citizens. 

Among financed activities
– Independent budget analysis, expenditure tracking, monitoring of implementation of policies and laws; anti-corruption initiatives, integrity pacts, participatory budgeting, participatory auditing, public procurement monitoring and public access to legal information and promotion of judicial reform.
– Advocacy campaigns, strengthening of capacities, research and knowledge dissemination, networking and structuring of networks, monitoring of opportunities for CSOs, etc.
– contribute to the improvement of the quality of services by contributing to the improvement of policies, enhance initiatives of informed demands and social accountability, including the use of information and communication technologies 

LOT 2: Strengthening the participation of Local authorities to the governance and development processes
Objectives 
– Local authorities (LA) as stakeholders of the improvement of local governance
– Strengthening of LA capacities as providers of well-being and promoters of an inclusive and sustainable growth at local level.
– Pilot actions for promotion of local development through a territorial approach

Priorities
– Strengthening of leadership and institutional capacities of local authorities to fulfill their mandate as defined by the law, with particular attention to inclusive, transparent and participatory governance at local level.
– Strengthen LA accountability, including their auto-governance capacities and accountability as public institutions to their citizens, the central government and independent national controlling bodies as well as local decision-makers and local councils administrations.
– Favour inclusive societies with the aim of generating decent work and opportunities for youth, by mitigating the effects of urbanisation, sustainable management of natural resources, adapting to climate change and risk prevention.
– Foster a change in the quality of life and well-being of citizens.

Among financed activities
– Advocacy in favour of members towards the central government and other stakeholders, including lenders;
– Lobby for a decentralisation reform leading to a greater autonomy and a strengthening of LA;
– Providing services, including the establishment of public-private partnerships and public-civil society partenerships for the provision of services;
– Enhance the added value of local under-exploited resources in relation with their potential;
– Enhance and promote the consultation and coordination of social and economic partners in a particular geagraphical area, including LAs, CSOs, the private sector
