The overall objective of this call for proposals for Gabon and Sao Tomé-and-Principe aims to strengthen Civil Society Organisation (CSO) and local authorities (LA) capacities in those two countries, to support citizen participation in State policies, to enhance their responsabilities and their inclusive decision making, to allow them to contribute to poverty and inequalities reduction, and to achieve sustainable and inclusive local development, answering to citizens’ expectations.

Priorities and funded actions:

Objectives 
– For CSOs, objectives are : to increase civil society capacities as a recognised player in the processes of democratic governance and so that it can contribute in an effective way to the national processes of sectorial dialogue relating to public development policies, which encourage an inclusive economic growth and development of the economy 
 – For LAs, objectives are : to increase capacities of local administrative and political authorities in order to improve public finance management and revenue mobilisation at local level, in parallel with the implementation of mechanisms of political accountability, transparency and monitoring of municipal policies and to allow them to contribute to the achievement of more efficient, sustainable and inclusive local development goals 

Among financed actions
CSOs/LAs in Sao Tomé-and-Principe
– Actions of institutional strengthening and CSOs financial viability and support initiatives of studies and analysis of the legal framework concerning CSOs
– Information actions on the fight against corruption and for transparency in public finance management, such as participation to budget processes and promotion of management systems of public finance knowledge
– Actions concerning monitoring and advocacy for the improvement of sectoral policy on water and sanitation 
– Studies and awareness-raising measures on the protection of the environment and climate change, and for a better management and transparency of agriculture and natural resources management
CSO/LA in Gabon
– Information actions on the fight against corruption and for transparency in public finance management, such as participation to budget processes and promotion of management systems of public finance knowledge
– Implementation actions of a permanent platform of capacity-building and access to relevant information of CSOs
– Studies and awareness-raising measures on the environment and climate change, and for a better management of agriculture and natural resources, and environment protection
