Objectives
* Enable CSOs to engage as actors of governance and development in Namibia

Priorities
* Lot 1: Improve governance of the national Community-based Natural Resources Management (CBNRM) programme;
* Lot 2: Improve the participation of CSOs in governance and development

Among financed actions
* Lot 1 : 
– Designing, implementing and testing sustainable conservancy management/leadership models;
– Strengthening the capacity of conservancy leadership structures and conservancy stakeholders;
– Empowering and enhancing inclusive participation of conservancy members as conservancy decision makers

* Lot 2: 
– Monitor, advocat and pilot more effective and inclusive youth employment strategies and decent work opportunities;
– Include the gender perspective in all “other” relevant debates, policies and initiatives: environmental protection, resilience, economic development, urban planning, migration, youth empowerment; 
– Promote women and girls’ role as agents of development and change, promoting their economic and social rights and empowerment, strengthening their voice and participation in social, economic, political and civic life; 
– Capacity building and training for women’s organisations and CSOs working on gender equality (on financial and administrative issues, improved access to procurement and calls for proposals etc.)

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 24 and 36 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be a civil society organisation;
– Be one of the following :
> Either established in Namibia or in the EU/EEA;
> An IPA II beneficiary country; 
> A developing country or territory which is not a member of the G20 group;
> An Overseas Country and Territory (OCTs)

If the lead applicant is Namibian it may act individually or with co-applicant(s) of any nationality;
– If the lead applicant is not Namibian it must act with one or more co-applicant(s) of which at least one co-applicant must be Namibian
