Priorities and funded actions:

Objectives
* Support Civil Society Organisations’ (CSOs) contributions towards reinforced governance, social change, and inclusive policy-making in the Philippines and strengthen the capacity of Philippines civil society organisations;
* Enhance local governance through increased and more efficient civil society and local organisations’ interaction with Local Government Units (LGUs) and stakeholders;
* Support to the fight against gender-based violence;
* Reinforce the disaster response and preparedness mechanisms

Priorities
* Promotion of transparency and accountability of the LGUs and other relevant stakeholders, social accountability, fight against corruption at the LGU level; 
* Enhance the capacity of LGUs to implement laws and regulations (like the Magna Carta on women or the Responsible Parenthood and Reproductive Health Law);
* Enhance the participation of civil society and local communities in local governance, in particular in the decision-making, planning, budgeting and monitoring;
* Monitor and support the capacity of LGUs to implement laws and regulations and to manage their resources and/or to raise their revenues through local taxes;
* Adoption and the implementation of laws and regulations (like the ‘Tres Maria Bills’);
* Reinforce disaster response and preparedness mechanisms, like upscaling and mainstreaming good practices on DRRM and post-disaster rebuilding;
* Support to organisations answering women’s needs on natural disaster risk reduction and recovery;
* Strengthen DRRM institutions and promote transparency & accountability

Among financed actions
* Monitoring of LGU service delivery and performance;
* Enhancement of the quality of local public services and the access of the most vulnerable and marginalised sectors of the population to these services; 
* Capacity building of civil society in local governance and accountability processes as well as towards better internal governance and management, data gathering, leadership, advocacy and assertiveness;
* Reinforcement of the capacities of duty bearers stakeholders (like social workers, law enforcement officers, teachers…) involved in the prevention and the fight against gender-based violence, in the protection and empowerment of women, in the handling of cases of violence and in services to victims; 
* Improvement of the delivery of information and psychological, physical and legal services to victims; 
* Improvement of the collection of data and ability and tools to monitor and analyse these data;
* Facilitation of the networking and complementarity among national and local, official and non-governmental gender-related structures;
* Provision of friendly spaces in the evacuation centres to women and children; 
* Provision of access to goods, services and opportunities at the onset of disasters and in period of rehabilitation and recovery;
* Lobbying for policy reforms to prevent disasters caused by industries

* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 48 months

* Eligibility
– Be a legal person;
– Be non-profit making;
– Be: a CSO or a CSO association;

– Be established in the Philippines, an EU Member State or an EEA Member State;
 
– Actions must take place in the Philippines except for Mindanao;
 
– Non-Filipino applicants must act with at least one co-applicant registered in the Philippines;
 

– The following entities are only eligible as co-applicants: Local authorities and associations of local authorities
