Priorities and funded actions:

Objectives
* To provide capacity-building to the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) by the EU Member States’ specialized Civil Protection Agencies;
* To strengthen collaboration between ASEAN and EU through shared EU expertise, skills and experience;
* To bring additional support to enhance AHA Centre’s the knowledge and capability to deal with disaster monitoring, preparedness and response in the context of regional and international cooperation

Priorities
* Priority 1: Strengthen capacity and sustainability of the AHA Centre to achieve operational excellence in disaster monitoring, preparedness and emergency response:
– Priority 1.1: To strengthen institutional capacity, corporate policies and management of the AHA Centre:
> To strengthen corporate and management governance and systems of AHA Centre;
> To strengthen associated capacity building and training of AHA Centre staff
– Priority 1.2: To enhance operational capacity of the AHA Centre in monitoring, preparing and responding to disasters to enable ASEAN’s collective, fast and reliable response to disasters:
> To ensure financial sustainability and transformation of AHA Centre;
> To establish quality management systems of AHA Centre

* Priority 2: Enhanced mechanisms for ASEAN Leadership to Respond-As-One, through excellence and innovation in disaster management:
– Priority 2.1: To demonstrate ASEAN’s preparedness and leadership to Respond-As-One through sustained effective conduct of the ASEAN Regional Disaster Simulation Exercise (ARDEX) enhanced the capacity of ASEAN-ERAT5 enhanced civil-military coordination, and the enhanced role of the ASEAN Humanitarian Assistance Coordinator:
> To enhance ASEAN-Emergency Response and Assessment Team (ERAT) skills and capacity;
> To ensure rapid and timely deployment of ASEAN-ERAT;
> To enhance civil-military coordination;
> To enhance civil-military coordination through attachment of military expert(s) at AHA Centre
– Priority 2.2: Established an Integrated Regional Knowledge Management Hub, enhanced professionalism through standards and certification, and innovation continuously fostered:
> To establish ASEAN standardization and certification procedures to enhance the professionalism of disaster management practitioners;
> To develop and establish the ASEAN Association of Disaster Management Professionals (AADMP)

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 36 and 48 months

* Eligibility
– Be a legal person;
– Be a non-profit making organisation;
– Be a public sector operator;
– Be a Civil Protection Agency;
– Be established in an EU Member State;
– Be experienced with the implementation of programs on capacity building on Civil Protection Mechanism inside and outside Europe;

– The lead applicant must act with minimum one co-applicant. The co-applicant(s) must be a Civil Protection Agency legally established in an EU Member State;

– Actions must take place in ASEAN Member States;

– Only actions that fall under the priority 1.2 of the present Call for Proposal are eligible
