Priorities and funded actions:

* To strengthen the local capacities of public institutions and civil society organizations in governance, accountability, design and implementation of inclusive policies that promote sustainable development and the provision of quality public services;
* Enhance people’s access to decent work, as tools for poverty reduction

* To support actions in favour of sustainable territorial development and local governance in Colombia, in the context of the implementation of Agenda 2030 and the new European Consensus on Development, in particular with regard to challenges related to youth, gender and inequality;
* Lot 1: Opportunities for Rural and Urban Youth from popular sectors;
* Lot 2: Enhancing CSO capacities for participation, governance, self-sustainability and social innovation;
* Lot 3: Territorial Governance for the strengthening of participatory democracy and territorial public management with a perspective of innovation, learning and replication

Among financed actions 
* Lot 1:
– Promotion of rural agricultural and non-agricultural enterprises (such as responsible tourism, information and communication technologies (ICTs), cultural enterprises, transport, marketing, etc.); 
– Strengthening of value-added processes for products and services;
– Strengthening business management (administration, control, management, financial management, planning), and marketing;
– Technical training: such as in areas of arts and crafts, agriculture, business, leadership and relational skills or soft skills, among others;
– Technical training for product improvement, innovation and diversification;
– Technical training for the incorporation of cleaner production technologies

* Lot 2
– Activities around the additional qualification of democratic participation;
– Internal strengthening of platforms/networks and their partners through all or some of the following actions;
– Actions related to the self-sufficiency of CSOs and/or platforms/networks and/or partner organisations through all or some of the following actions;
– Knowledge management and exchange of experiences

* Lot 3
– Territorial Ordinance Processes: Construction of social and political agreements, institutionalized through territorial planning instruments, that contribute to confronting the management that has occurred in the occupation and use of the territory, especially around protected areas and strategic ecosystems;
– Local development plans: Generate concerted processes with civil society for territorial planning and participatory budgets of Local Development Plans;
– Initiatives that privilege a pedagogy of peace that complements formal education in citizenship skills, soft skills and leadership around the culture of peace, social responsibility, municipal planning and management and/or land management;
– Develop strategies and actions that facilitate the exchange of norms and values of Colombian society;
– Provide advice, training and permanent accompaniment to civil society in the spaces of coexistence, dialogue and negotiation

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: Between 36 and 60 months 

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be a Civil Society Organization (CSO);
– Be established in an EU Member States, EEA or in Colombia;

– Each consortium should be composed of at least one co-applicant and up to a maximum of three co-applicants;

– Under Lot 1: Lead applicant must have experience in solidarity economy and/or associative work and/or education for work, and/or relational or soft skills; and/or technological or technical education of at least 5 years;
– Under Lot 2: Lead applicants must be involved with at least one co-applicant from Colombia, have at least 5 years of legal existence and have experience in the sectors of the proposed action

– Actions must take place in Colombia
